Recent discussions among scientists and policy-makers have highlighted that knowledge generated by many research and demonstration projects is not reaching policymakers in an efficient way. Conversely, the consideration of research results by the policy making community is not straightforward, and difficulties arise in integrating the latest research developments in legislation. The difficulty is enhanced by the fact that the policy-making community is not defining its role as "client" sufficiently well and the dialogue and communication channels are far from ideal to ensure an efficient flow of information. An increasing number of experts consider that improvements could be achieved through the development of a "science-policy interface" so that R&D results are synthesised in a way to efficiently feed policy implementation and that short, medium and long term research needs may be identified. This book examines the issue of integrating science into policy, with an emphasis on water system knowledge and related policies. An important feature of the book is the discussion of science-policy interfacing needs, illustrated by examples from authors from different countries in relation to water system management. Lagoons represent nearly 13% of the shoreline globally and around 5% in Europe. Coastal lagoons are shallow water bodies separated from the ocean by a barrier (e.g., narrow spit), connected at least intermittently to the ocean by one or more restricted inlets, and usually geographically oriented parallel to the shore-line. Coastal lagoons are flexible and usually able to cope with environmental change, yet nowadays they are under threat. This is partly due to climate change impacts (for example, sea-level rise and hydro-meteorological extreme events) but also due to more direct human activities and pressures. The book focuses on addressing these challenges through integrated management strategies seen in a land-sea and science-stakeholder-policy perspective. Pan-European management challenges are seen from the context of the perspectives of Policy, Environment and Modelling. Four case study lagoons in different geographical locations in Europe provide examples of some of the practical experiences and results around these challenges. Possible impacts on drainage basins and lagoons are introduced through integrated scenarios which were developed through a multi-science and land-lagoon science perspective combined with interactions and contributions from stakeholders and citizens. The critical interlinkages among the food, land, and water (FLW) systems are complex and context-specific. There has been limited research on how policies governing one resource have deep implications for the other linked resources. Further, the process of developing policies is highly complex, and each evolves differently. In addition, policy changes are implemented in response to socio-cultural, economic, environmental, and political changes. Thus, individual policies may develop conflicting priorities and effects. To ensure the effectiveness of national policies and strategies, it is crucial to gather context-specific evidence on the coherence between policies governing FLW systems and address points of incoherence. Policy coherence is important to identify and strengthen synergies across economic, social, and environmental policy areas and address any trade-offs1 between them to align domestic policy objectives with internationally agreed objectives. One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.
