Master's Thesis from the year 2010 in the subject Politics - Topic: Development Politics, University of Sussex (Institute of Development Studies), language: English, abstract: The purpose of this study is to move beyond conventional thinking on rural water (and sanitation) infrastructure and resource management. The study acknowledges the existence of other water management and sanitation tools but it engages its argument from a knowledge management perspective. In most rural areas, water and sanitation projects have been implemented and community members only enjoy these facilities for a short time. Why? The reason is simple. Most donors and governments are often concerned with the specificity of their projects/programmes, long-term sustainability is rarely guaranteed and those who are left to manage these water systems lack the necessary capacities (skills & knowledge). Consequently, after few years of implementation most water supply are been closed down while sanitation structures are fast deteriorating due to poor management and lack of post-project government/donor support. This study on water and sanitation knowledge management (WKM) highlights some of these pitfalls in rural Cameroon; it acknowledges the fact that knowledge is always incomplete and that rural water supply systems are in themselves a complex and dynamic system involving risks and uncertainties. The study takes a look at the recent literatures on water resource management and rural water supply systems and the range of technological and institutional approaches that have been applied in the past years in an attempt to increase access and/or reduce inequality. By examining key reasons why the resource has proven so difficult to manage, I came to the conclusion that, in many cases, the most promising solutions may lie outside highly conventional technological and institutional approaches. The WKM model focuses on enhancing the generation, flow, and use of knowledge and information to enable communities achieve better results or quality services. This study is based on the need to build the capacity of - and also utilize the various skills and knowledge available within - rural communities to support decision-making processes on how to better manage, operate and maintain water supply systems as well as promote better sanitation and hygiene.

"The promotion of stakeholders' dialogue and knowledge management at the local level has been heralded by academic researchers as an approach with the potential to address the global challenge of inadequate potable water delivery. However the current design and execution of water delivery research leaves a gap between researchers' knowledge and water delivery practice on the ground. The water delivery problem in Buea is used as a case study to develop and trial an innovative research model (or framework) known as Participatory Transformative Advocacy Research (PTAR) to concurrently investigate a problem and support research users' mobilization, for interactive multi-stakeholder dialogue and knowledge management. Findings from quantitative and qualitative data collection tools revealed that the capacity of the currently exploited water sources is at the limit due to the high population growth. However the severity of the drinking water delivery problem is largely human induced, characterised by frequent unannounced interruptions and low pressure. The current impact is aggravated and improvements to the situation are hampered by key actors' uncoordinated and fragmented initiatives, lack of opportunities for interactive knowledge exchange and lack of users input to inform and influence management practices and decisions. Key informant semi-structured interviews revealed the presence of relevant personal, professional, and institutional potential. Buea as an administrative and university town also has the political, technical, financial and social potential that are yet to be collectively harnessed to address the problem. Three public events, The Buea Round Table Water Policy Dialogue, The Buea Water-4-Life Schools Competition and The Buea Water Governance Seminar, were used to mobilize research users for interactive dialogue and knowledge exchange. As a consequence of participating in the events, the key decision makers were influenced by the stakeholder experiences and opinions and collectively acted to improve the water delivery by announcing water delivery schedules and negotiating co-exploitation of a new source. These findings suggest that, provided with the opportunity through the framework of PTAR, stakeholders will express their mutual expectations and provide evidence-based information that can trigger self-realization and motivation for individual and collective informed action. The nature and scope of the problem, the type and format of the events, the role assignment or social structure inherent in the events and the type of gate-keeper are key issues that influence the effectiveness of the participatory advocacy events. This chapter examines the situation of rural water and sanitation services in Cameroon within the context of sustainable development goals (SDGs), to establish whether Cameroon is on right track of meeting the SDG, and proposes actions to be taken to achieve universal access for water and sanitation. Based on the analyzed data obtained from national surveys and the Joint Monitoring Program for 2021, it argues that Cameroon is unlikely to reach universal access to water and sanitation in rural area by 2030. Factors contributing to poor access to rural water and sanitation services include the poor application of the policy and legal framework, the poor coordination of interventions between the actors involved in the sector, the low financial viability of the sector, the low efficiency of expenditure related to water and sanitation, and the lack of human resources in the sector. The implementation of the policy and legal framework, the stability of the institutional framework, the reaffirmation of the major role of the State of the changed Ministry of water, and the collaboration of all the actors of the sector within the mechanisms provided for this purpose are of fundamental importance to achieve SDG 6.1 and 6.2 in Cameroon.

Sub-Saharan Africa grapples with many public health issues such as food insecurity, increased prevalence of infectious diseases, limited access to clean water supply, poor nutrition and lack of improved health services for its populace (IMF, 2021). Cameroon's total water resources is 342.66 Km3, and about 5% of it covered agriculture, households, hydropower and industry needs, leaving a surplus of 95%. Yet, households are deprived of clean water and sanitation due to state-owned water corporation's deficiency. Enforcement of water supply privatisation led to tariff increase, decrease in connections and exposure of most households to irregular supply beyond a week per month. While households objected privatisation and services' delivery worsened, bulk of them praised the water quality. The least and top households wished to pay per m3 exceeded the present rate. Households' access to better sanitation also felt after privatisation. Further, households' water demand was price and income inelastic, but unitary elastic to household's size. Yet, if the husband and not the wife ran the water portfolio of the household, the demand increases by about 5%. Overall, these factors explained 64% of the model. Cameroon witnessed poor supply of clean water and sanitation due to poor water management institutions and policy frame evolution.
