The Director General of the Water Services (Ofwat) sets maximum water prices every five years, a process known as the Periodic Review (PR). This enquiry focussed on the extent to which the 1999 PR contributed to environmental protection and sustainability. The report covers the following issues: the 1999 Periodic Reviews; the privatised water industry of England and Wales; assessing customer needs; the price profile; long term planning; and water efficiency. It is recommended that in future, to avoid confusion, comprehensive and independent surveys should be commissioned by the Department for the Environment, Transport and Regions (DETR). The report recommends that Ministers should respect the role of the independent regulator, Ofwat, to determine price limits and not influence customer and consumer expectations by publicly announcing its own price expectations. The Environment Agency should develop and strengthen its capacity to assess and demonstrate the benefits of schemes proposed for inclusion in National Environment Programmes. The Committee welcomed the Agency's proposal to publish an annual report on the progress of the water companies in implementing the National Environment Programme. Whilst the 1999 Periodic Review provided a satisfactory outcome for the environment, there is room for greater incentives to promote water efficiency.

On the one hand, population and economic growth are increasing the demand for water but on the other, environmental consequences of climate change, pollution and over extraction of groundwater are decreasing the worlds supply of fresh water. This makes the availability of water for human use one of the greatest global concerns of this century. Neither levelling growth nor technological innovation can stretch the existing supplies significantly; hence, it is imperative that demand side management techniques such as the use of water efficient fixtures in urban households, appropriate water tariff structure and regulatory policies are used as tools for water conservation. Conservation of water resources is one of the important aspects of ensuring sustainable development of cities and should incorporate environmental, social and economic dimensions. This book highlights the importance of using water efficiently in urban households, in both developed and developing cities. Specifically, the book focuses on: the determinants of water conservation behaviour, including psychological factors such as values, beliefs and attitudes, socio-economic factors such as income, water pricing and policies, environmental factors such as seasonal variations and demographic factors such as household size and age; the role of policies such as mandatory water restrictions, labelling of water saving devices and promotion of public awareness; the role of water and wastewater tariff structures in achieving the goals of revenue generation, affordability, demand management and equity and the design of conservation oriented rate structures; and the role of water saving devices in providing technological solutions to household water conservation. Growing scarcity of freshwater worldwide brings to light the need for sound water resource modeling and policy analysis. While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.
