Water and Power
Author: William L. Kahrl
Publisher: Univ of California Press
ISBN: 0520907418
Category : Nature
Languages : en
Pages : 605
Book Description
It is not the purpose of this work to propose a specific format for the settlement of the city's current difficulties with the valley, to resolve the environmental questions associated with Los Angeles's proposed groundwater pumping program, or to promote any cause associated with the developing situation in the Owens Valley. But by performing the essential historical task of separating what happened from what did not, and by distinguishing in this way the choices which have been made from those which have yet to be decided, it is my hope that this effort will help to establish that common basis for understanding which is essential for the debate over specific issues to proceed most effectively. This book, then, is scarcely the last word on the Owens Valley conflict: the final chapter, after all, has yet to be written. The story that has emerged here is at once very different and more troubling than the conventional treatments of the conflict as a simplistic political morality play. Any attempt to deal with so controversial a subject, however, is almost certain to spark controversy itself. For that reason, with the exception of a small collection of private letters, this work is constructed entirely from the published documents and other materials available to the general public, anchoring the narrative in sources the reader can consult to trace the line of my argument on any point with which he or she may disagree. In addition, the work as a whole has been reviewed for technical accuracy by officials of the Los Angeles Department of Water and Power, although the department is in no way responsible for the content of this study or the conclusions drawn from it.

Water and American Government
Author: Donald J. Pisani
Publisher: Univ of California Press
ISBN: 0520927583
Category : Nature
Languages : en
Pages : 428
Book Description
Donald Pisani's history of perhaps the boldest economic and social program ever undertaken in the United States--to reclaim and cultivate vast areas of previously unusable land across the country—shows in fascinating detail how ambitious government programs fall prey to the power of local interest groups and the federal system of governance itself. What began as the underwriting of a variety of projects to create family farms and farming communities had become by the 1930s a massive public works and regional development program, with an emphasis on the urban as much as on the rural West.

Elinor Ostrom and the Bloomington School of Political Economy
Author: Daniel H. Cole
Publisher: Lexington Books
ISBN: 0739191012
Category : Political Science
Languages : en
Pages : 411
Book Description
Elinor (Lin) Ostrom was awarded the 2009 Nobel Memorial Prize in Economic Sciences for her pathbreaking research on "economic governance, especially the commons"; but she also made important contributions to several other fields of political economy and public policy. The range of topics she covered and the multiple methods she used might convey the mistaken impression that her body of work is disjointed and incoherent. This four-volume compendium of papers written by Lin, alone or with various coauthors (most notably including her husband and partner, Vincent), supplemented by others expanding on their work, brings together the common strands of research that serve to tie her impressive oeuvre together. That oeuvre, together with Vincent's own impressive body of work, has come to define a distinctive school of political-economic thought, the "Bloomington School." Each of the four volumes is organized around a central theme of Lin's work. Volume 1 explores the roles played by the concept polycentricity in the disciplines of public administration, political science, and other forms of political economy. Polycentricity denotes a complex system of governance in which public authorities, citizens, and private organizations work together to establish and enforce the rules that guide their behavior. Itencapsulates an approach toward policy analysis that blurs standard disciplinary boundaries between the social sciences. Throughout their long and remarkably productive careers, Elinor and Vincent Ostrom never tired of reminding us of the capacity of ordinary humans to transcend their own limitations by engaging with others in the myriad forms of collective action required to build and sustain a self-governing society. Their careers stand as exemplars of the proper relationship between rigorous scholarship and responsible citizenship.
