Book Description
Dirty Water is the riveting story of how Howard Bennett, a Los Angeles schoolteacher with a gift for outrageous rhetoric, fought pollution in Santa Monica Bay--and won. The story begins in 1985, when many scientists considered the bay to be one of the most polluted bodies of water in the world. The insecticide DDT covered portions of the sea floor. Los Angeles discharged partially treated sewage into its waters. Lifeguards came down with mysterious illnesses. And Howard Bennett happily swam in it every morning. By accident, Bennett learned that Los Angeles had applied for a waiver from the Clean Water Act to continue discharging sewage into the bay. Incensed that he had been swimming in dirty water, Bennett organized oddball coalition to orchestrate stunts such as wrapping brown ribbon around LA's city hall and issuing Dirty Toilet Awards to chastise the city's administration. This is the fast-paced story of how this unusual cast of characters created an environmental movement in Los Angeles that continues to this day with the nationally recognized Heal the Bay. Character-driven, compelling, and uplifting, Dirty Water tells how even the most polluted water can be cleaned up-by ordinary people.

Draft Water Bill

Draft Water Bill PDF Author: Great Britain: Parliament: House of Commons: Environment, Food and Rural Affairs Committee
Publisher: The Stationery Office
ISBN: 9780215053206
Category : Political Science
Languages : en
Pages : 144

Book Description
The Draft Water Bill sets out proposed new legislation, much of which would extend competition in the water industry. The MPs are concerned that the Draft Bill contains only a broad framework and leaves too much of the important detail to be decided by the regulator, Ofwat, or to be introduced through secondary legislation that receives less parliamentary scrutiny. In welcoming the opportunities for greater competition within the retail water sector (providing billing services) the MPs ask Government to get on with implementing changes that would reduce flooding - many of which were recommended nearly five years ago. The MPs highlight the importance of managing our water resources sustainably and efficiently. They recommend that encouraging sustainable development be elevated to a primary duty of the regulator and that the Government brings forward legislation to enable the abstraction regime to be reformed by 2022. In addition they recommend implementation of existing provisions on bad debt and encouraging greater use of water meters, both of which would lower customers' water bills. However, the report concludes that the Government needs to undertake further work before embarking on "upstream" competition, which would enable companies to compete in the supply of water.

Book Description
This paper contains the draft Water Bill itself and explains the context and rationale for its measures. The draft Water Bill will deliver legislative commitments set out in the Water White Paper (Cm. 8230, ISBN 9780101823029). It will, implement a package of retail and upstream market reforms; allow complementary changes to Ofwat's regulatory regime; allow the scope of the environmental permitting regulations to be extended from prevention of pollution to include the abstraction and impounding of water, flood defence consenting and fish pass approvals; and make minor changes to existing legislation to reduce and simplify regulatory and administrative burdens. The reforms will mainly apply to England and Wales but will also allow for a joint water and sewerage retail market with Scotland

Working Water

Working Water PDF Author: Bill Wenk

Category : ARCHITECTURE
Languages : en
Pages : 180

Book Description
Water is far too valuable of a resource to be disposed as a waste. Working Water presents the work of Denver landscape architecture firm Wenk Associates, highlighting their projects that treat stormwater, and the infrastructure that controls it, as a resource that supports functioning natural systems and enhanced urban open space. Built projects illustrate how stormwater runoff can be directed to support an intimate private garden, to the large-scale redevelopment of derelict industrial lands in Milwaukee organised around a stormwater park and open space system. Planning projects range from a plan for a surface stormwater system developed incrementally for a redeveloping urban district in central Denver, to a multi-generational plan for restoration of the Los Angeles River that will require profound changes in stormwater management policies and practice for full implementation. The final chapter describes the challenges, strategies, and lessons learned over the firm's 37-year history as part of implementing new approaches to infrastructure design that can withstand the test of time.
