Not. Until sixty-five years after it became the seat of the government was it un questionably accepted as the permanent center of the country, and still another decade passed before Congress assumed its equitable share of the burden Of maintenance and improvement, and so made it possible for the city to grow to its present con dition of beauty and magnificence. The factors that militated against the growth of the city, the actual and constructive relations that existed between the municipality and the Government, and the Splendid struggle made by the inhabitants to lift the capital out of the slough of stagnation in which it lay for more than half a century, are not generally known. They are matters that have been omitted, as a rule, from books dealing with the city of Washington, but the writer of the present volume believes that he has served a useful purpose in setting them forth at some length.
