Growth Management and Affordable Housing

Growth Management and Affordable Housing PDF Author: Anthony Downs
Publisher: Rowman & Littlefield
ISBN: 9780815796589
Category : Business & Economics
Languages : en
Pages : 308

Book Description
Advocates of growth management and smart growth often propose policies that raise housing prices, thereby making housing less affordable to many households trying to buy or rent homes. Such policies include urban growth boundaries, zoning restrictions on multi-family housing, utility district lines, building permit caps, and even construction moratoria. Does this mean there is an inherent conflict between growth management and smart growth on the one hand, and creating more affordable housing on the other? Or can growth management and smart growth promote policies that help increase the supply of affordable housing? These issues are critical to the future of affordable housing because so many local communities are adopting various forms of growth management or smart growth in response to growth-related problems. Those problems include rising traffic congestion, the absorption of open space by new subdivisions, and higher taxes to pay for new infrastructures. This book explores the relationship between growth management and smart growth and affordable housing in depth. It draws from material presented at a symposium on these subjects held at the Brookings Institution in May 2003, sponsored by the U.S. Department of Housing and Urban Development, the National Association of Realtors, and the Fannie Mae Foundation. Contributors seek to inform the debate and provide some useful answers to help the nation accommodate the curtailment of growth in urban and suburban domains while still ensuring a supply of affordable housing. Contributors include Karen Destorel Brown (Brookings), Robert Burchell, (Rutgers University), Daniel Carlson (University of Washington), David L. Crawford (Econsult Corporation), Anthony Downs (Brookings), Ingrid Gould Ellen (New York University), William Fischel (Dartmouth College), George C. Galster (Wayne State University), Jill Khadduri (Abt Associates), Gerrit J. Knaap (University of Maryland), Robert Lang (Virginia Polytechnic

Making Governments Plan

Making Governments Plan PDF Author: Raymond J. Burby
Publisher: JHU Press
ISBN: 9780801856235
Category : Architecture
Languages : en
Pages : 222

Book Description
In this book, a team of scholars from five universities shows how new experiments in growth management can reinvigorate land use planning and help local governments find new solutions to the problems caused by growth and change. Drawing on evidence from five states and scores of cities and counties, the authors show why the benefits of growth are not automatic. Much depends on how well states craft growth management legislation, how amply programs are funded, and how dedicated state officials are to working with localities. By building on these findings, they conclude, states and localities can improve their chances for coping successfully with land use change.

Managing Community Growth

Managing Community Growth PDF Author: Eric Kelly
Publisher: Bloomsbury Publishing USA
ISBN: 0313072922
Category : Business & Economics
Languages : en
Pages : 273

Book Description
Despite roughly thirty years of experience with growth management programs, which are basically land-use planning tools, most U.S. communities do not plan for how best to limit or manage rapid growth; in fact, most communities do not plan at all. In the absence of planning, land-use boards, regulators, and other governing bodies simply react to initiatives from the private sector. The result is predictably haphazard and does not allow communities to achieve such goals as protecting quality of life, attracting certain types of businesses while discouraging others, conserving wildlife or preserving open spaces, and so forth. In contrast, planning by managing growth can help a town or city achieve any number of goals. But it is a complex task. This book brings the benefit of state and local experiences with growth management to researchers, students, and particularly practitioners who seek guidance in these matters. Kelly provides a much-needed context from which any community can answer the following questions: Does growth management work? Is it appropriate for the community and the particular problems that it is trying to address? Is one type of growth management program more appropriate than another for our community? Will the program in question have undesirable (or desirable) side effects? What are the likely effects of adopting no growth management program at all? This work is invaluable for the citizen volunteers who sit on land-use boards, including planning and zoning commissions, conservation commissions, and inland wetlands agencies. In addition, it can aid mayors, city managers, and city councils in interviewing and selecting candidates for town planner.
