As the past two decades of war in Afghanistan, Syria, Iraq, Darfur and the Congo have revealed, war in the twenty-first century looks nothing like the traditional state-to-state conflicts of World Wars I and II which defined the previous century. Resolving today’s conflicts - typically based on complex ethnic, religious, economic and political dynamics - requires far more than mere military strength and technology. The military officer of today must simultaneously be a warrior and diplomat, combatant and humanitarian worker, soldier and peacekeeper. But how can today’s militaries prepare their leaders for such multifaceted roles? Warriors or Peacekeepers seeks to provide answers to this question, comparing and contrasting research on the successes and failures of military cultural education and training programs in seven different countries on three continents (U.S., Canada, Argentina Norway, Denmark, Germany and the Netherlands). This anthology consists of three main sections. The first addresses the theoretical issues of developing the warrior-peacekeeper: what constitutes cultural competence in the officer profession and the pedagogical challenges associated with developing such competence. The second compares teaching practices from various military educational institutions and provides insight into such issues as: how language training can build cultural awareness, helping officers navigate the ethical and moral challenges of dealing with gender in radically different cultures and the best didactic models to develop reflective skills in military leaders. The third section examines the structural and organizational conditions which historically have aided or impeded educational and organizational change in the military. Major Tony Pfaff, a former Assistant Professor of Philosophy at the United States Military Academy, addresses an important source of much of the confusion that currently surrounds many of the Operations Other Than War (OOTW) that the military finds itself participating in with increasing frequency. The author points out that, though the source of this confusion is primarily ethical, it has important operational implications as well. In the Just War Tradition, as well as the Law of War, there has always been a tension between winning and fighting well, and the peacekeeping environment does not change this. Commonly, the resolution of this tension is expressed in the maxim: always use the least amount of force necessary to achieve the military objective. This maxim applies, regardless of what environment one is in. The author's contention is, however, that the understanding of necessary is radically different in the peacekeeping environment than it is in more conventional operations. Failure to understand this results in a great deal of confusion as soldiers try to apply an ethic designed for dealing with enemies in environments where there are none.

If the Army is to remain relevant in a rapidly evolving strategic environment it must reassess its force structure and deployment methodology in order to enable it to better meet ongoing contingency operation requirements without adversely impacting its core competency of warfighting. The U.S. l997 National Military Strategy requirement that the Army, in addition to fighting and winning two nearly simultaneous major theater wars, be prepared to respond to the full spectrum of operations highlights this dilemma. Throughout the 1990's, the Army's response to the ever-increasing number of contingency operations has been the routine deployment of heavy and light combat forces under the guise that contingency operations are the exception, not the norm, to its warfighting mission. This assessment of the combat readiness implications of deploying heavy and light divisions in support of contingency operations concludes that contingency operation training and experience does not necessarily confer combat readiness. Three criteria - force structure, training requirements and equipment readiness - are used to compare and contrast the roles of the 1st Armor Division in Bosnia-Herzegovina in 1996 (Operation Joint Endeavor) and the 10tb Mountain Division in Haiti in 1994 (Operation Uphold Democracy). This historical comparison demonstrates that both heavy and light units suffer combat readiness degradation due to contingency operation deployments, but that the negative effects on light forces are much more manageable than those on heavy forces.

It is a problem of making the mental transition from the aggressive violence of mid-intensity war, to the requirements for restraint and control of violence necessary for peacekeeping situational dominance. Although all of our service members have the inherent skills to do both, they must be given the time and training to mentally transition to each of these different environments. If sequential operations must be conducted, then rotate the force.
