Every day, 40,000 commuters cross the U.S. Mexico border at Tijuana San Diego to go to work. Untold numbers cross illegally. Since NAFTA was signed into law, the border has become a greater obstacle for people moving between countries. Transnational powers have exerted greater control over the flow of goods, services, information, and people. Mexican Voices of the Border Region examines the flow of people, commercial traffic, and the development of relationships across this border. Through first-person narratives, Laura Velasco Ortiz and Oscar F. Contreras show that since NAFTA, Tijuana has become a dynamic and significant place for both nations in terms of jobs and residents. Exit and Voice is a compelling account of how Mexican migrants with strong ties to their home communities impact the economic and political welfare of the communities they have left behind. In many decentralized democracies like Mexico, migrants have willingly stepped in to supply public goods when local or state government lack the resources or political will to improve the town. Though migrants’ cross-border investments often improve citizens’ access to essential public goods and create a more responsive local government, their work allows them to unintentionally exert political engagement and power, undermining the influence of those still living in their hometowns. Passing: Two Publics in a Mexican Border City is an ethnography of the public sphere in Tijuana based on intensive fieldwork in 2006 and 2007 and numerous subsequent brief visits. Its central contribution is to develop an ethnographic method for apprehending how the border marks collective subjectivities in ways that illuminate the basic impasses of publicness in general. She examines major communicative genres such as print news, street demonstrations, internet forums, and popular ballads, as well as a variety of minor genres: family discussions, thank-you notes at religious shrines, police encounters, workplace banters, and personal interview. The question of collective subjectivity that she traces through all these examples is particularly live, politically and socially, at the border, where US legal categories forcefully shape the logics of class exclusion-and thus national membership and democratic possibility-that are general in Mexico.
