The program of Vocational Training for War Production Workers, initiated in July 1940, demonstrated beyond doubt that the vocational schools of this country can effectively meet an emergency. During the years 1917, 1918, and 1919, the contribution made by the vocational schools to the prosecution of World War I was limited by the small number of schools, the lack of experience in working together on a nationwide basis, and the lack of personnel seasoned in national, State, and local cooperation in the carrying out of a program. The program was set in motion because of the grave possibility that the United States might be drawn into another world conflict. The vocational schools, having the advantage of 23 years of experience in the conduct of the "regular" program, operated under the provisions of the Smith-Hughes and George-Deen Acts, provided an adequate foundation upon which to base the National defense training program. This bulletin is a bare record of facts connected with the operation of the program, covering: (1) Regular program--a foundation for the defense program; (2) Legislation and authorization; (3) Administrative organization; (4) Types of training and costs; (5) School production; (6) Supervisory and teacher personnel; (7) Equipment and facilities; (8) Instructional materials and instruction; (9) Relationships with other Agencies; and (10) Summary and conclusion. A bibliography lists materials available in the U.S. Office of Education, Vocational Training for War Production Workers Division. Appended are tables and charts; regulations governing the education and training of war workers; VE-ND Misc. 6400, answering questions which have been raised with reference to the administration of the program; extracts from public laws pertaining only to the part of the Act entitled "Office of Education;" and the VE-ND forms used in conducting the program, including brief descriptions and samples.
