Connecting with Constituents explores speeches delivered at national nominating conventions from historic, strategic, and analytic perspectives. Focusing on the strategies speakers use to appeal to particular facets of the American audience, this book illustrates the importance of nominating conventions as part of an ongoing national conversation about the political character of the country and its people. The individual chapters focus on different types of convention orations, including keynote speeches, acceptance addresses by presidential and vice presidential nominees, orations by the candidates’ wives, and addresses by other surrogate speakers. Scott focus on “congressional foreign policy entrepreneurs,” the often unrecognized representatives and senators who take action on foreign policy matters rather than waiting for the executive branch to do so. These proactive members of Congress have undertaken many initiatives, including reaching out to Franco’s Spain, promoting détente with the Soviet Union, proposing the return of the Panama Canal, seeking to ban military aid to Pinochet’s regime in Chile, pushing for military intervention in Haiti, and championing the recognition of Vietnam. In Choosing to Lead, Carter and Scott examine the characteristics, activities, and impact of foreign policy entrepreneurs since the end of the Second World War. In so doing, they show not only that individual members of Congress have long influenced the U.S. foreign policy-making process, but also that the number of foreign policy entrepreneurs has grown over time. Carter and Scott combine extensive quantitative analysis, interviews with members of Congress and their staff, and case studies of key foreign policy entrepreneurs, including Frank Church, William Fulbright, Jesse Helms, Edward Kennedy, Pat McCarran, and Curt Weldon. Chinese diplomat V.K. Wellington Koo (1888-1985) was involved in virtually every foreign and domestic crisis in twentieth-century China. After earning a Ph.D. from Columbia University, Koo entered government service in 1912 intent on revising the unequal treaty system imposed on China in the nineteenth century, believing that breaking the shackles of imperialism would bring China into the "family of nations." His pursuit of this nationalistic agenda was immediately interrupted by Chinese civil war and Japanese imperialism during World War I. In the 1930s Koo attempted to use international law to force western powers to honor their treaty obligations to punish Japanese expansion. Koo also participated in creating the League of Nations and later the United Nations in the hope that collective security would become reality.
