Over the last few decades, drug trafficking organizations in Latin America became infamous for their shocking public crimes, from narcoterrorist assaults on the Colombian political system in the 1980s to the more recent wave of beheadings in Mexico. However, while these highly visible forms of public violence dominate headlines, they are neither the most common form of drug violence nor simply the result of brutality. Rather, they stem from structural conditions that vary from country to country and from era to era. In The Politics of Drug Violence, Angelica Durán-Martínez shows how variation in drug violence results from the complex relationship between state power and criminal competition. Drawing on remarkably extensive fieldwork, this book compares five cities that have been home to major trafficking organizations for the past four decades: Cali and Medellín in Colombia, and Ciudad Juárez, Culiacán, and Tijuana in Mexico. She shows that violence escalates when trafficking organizations compete and the state security apparatus is fragmented. However, when the criminal market is monopolized and the state security apparatus cohesive, violence tends to be more hidden and less frequent. The size of drug profits does not determine violence levels, and neither does the degree of state weakness. Rather, the forms and scale of violent crime derive primarily from the interplay between marketplace competition and state cohesiveness. An unprecedentedly rich empirical account of one of the worst problems of our era, the book will reshape our understanding of the forces driving organized criminal violence in Latin America and elsewhere.

While cities often act as the engines of economic growth for developing countries, they are also frequently the site of growing violence, poverty, and inequality. Yet, social theory, largely developed and tested in the Global North, is often inadequate in tackling the realities of life in the dangerous parts of cities in the Global South. Drawing on the findings of an ambitious five-year, 15-project research programme, Social Theories of Urban Violence in the Global South offers a uniquely Southern perspective on the violence–poverty–inequalities dynamics in cities of the Global South. Through their research, urban violence experts based in low- and middle-income countries demonstrate how "urban violence" means different things to different people in different places. While some researchers adopt or adapt existing theoretical and conceptual frameworks, others develop and test new theories, each interpreting and operationalizing the concept of urban violence in the particular context in which they work. Writing has long been linked to power. For early modern people on both sides of the Atlantic, writing was also the province of notaries, men trained to cast other people’s words in official forms and make them legally true. Thus the first thing Columbus did on American shores in October 1492 was have a notary record his claim of territorial possession. It was the written, notarial word—backed by all the power of Castilian enforcement—that first constituted Spanish American empire. Even so, the Spaniards who invaded America in 1492 were not fond of their notaries, who had a dismal reputation for falsehood and greed. Yet Spaniards could not do without these men. Contemporary scholars also rely on the vast paper trail left by notaries to make sense of the Latin American past. How then to approach the question of notarial truth? Kathryn Burns argues that the archive itself must be historicized. Using the case of colonial Cuzco, she examines the practices that shaped document-making. Notaries were businessmen, selling clients a product that conformed to local “custom” as well as Spanish templates. Clients, for their part, were knowledgeable consumers, with strategies of their own for getting what they wanted. In this inside story of the early modern archive, Burns offers a wealth of possibilities for seeing sources in fresh perspective.
