This book offers an international perspective on the growing interest worldwide in lifelong learning, particularly as it relates to learning beyond compulsory education and initial occupational preparation: across working life. Much of this interest is driven by key social and economic imperatives associated with the changing requirements of work and working life, the transformation of many occupations and lengthening working lives. The concerns in lifelong learning are also associated with individuals being able to engage in learning about cultural and social topics and practices that they had not so far. It is important to understand how this learning can be assessed, recognized and certified. Many in workforces across the world learn much of the knowledge that is required to maintain their employability through that work. Yet, that learning and that competency remains without recognition and certification while this could be particularly helpful for individuals seeking to sustain their employability or to extend their work into new occupations or workplaces. The first section of this book sets out the overall project and outlines the key concepts and issues. It illustrates why there is a need for promoting and recognizing lifelong learning and explains some of the terminology, concepts and key considerations. The second section informs about a range of policies and practices that are currently being deployed or have been deployed across a range of countries within Europe, Scandinavia and Asia. The last section comprises of contributions emphasizing the ways in which the assessment of workers learning takes place in different occupational contexts and different cultural contexts. The final chapter outlines how a systemic approach to recognizing lifelong learning might progress for a country which is promoting a continuing education and training system largely outside of tertiary education institutions.

L’appareil de formation des militaires est réactif et déjà largement rationalisé. Les militaires français suivent des parcours exigeants, qui font la qualité de leur engagement en opérations. Afin de conforter la place des armées dans la Nation et rester en phase avec les évolutions technologiques et sociétales, l’appareil de formation doit aujourd’hui poursuivre son ouverture vers les institutions civiles, tout en gardant ce qui constitue son ADN : développer chez ces hommes et femmes le sens de l’engagement au service des autres et du dépassement de soi. Les propositions des rapporteurs sont les suivantes : – augmenter, dans les écoles d’officiers, la proportion de places offertes aux étudiants ayant déjà accompli un premier parcours universitaire ; – encourager les grandes écoles militaires à décloisonner leurs cursus pour tendre vers des modèles d’écoles uniques, assorties d’un insigne commun ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans un autre établissement d’enseignement supérieur et accueillir, dans le même temps, une plus grande proportion d’étudiants issus de ces établissements ; – augmenter la proportion d’élèves-officiers effectuant un semestre de scolarité dans une académie militaire étrangère et accueillir, dans le même temps, une plus grande proportion de cadets issus de ces établissements ; – encourager les écoles militaires à adopter un statut d’établissement public à caractère scientifique, culturel et professionnel (EPSCP) ; – favoriser la création, dans chacune des armées, d’écoles à destination des élèves en situation d’échec scolaire, en y consacrant des moyens spécifiques ; – doter au plus vite les armées d’un outil complet de connaissance des coûts de l’appareil de formation ; – définir une méthodologie, commune aux trois armées, permettant de préparer et de développer des partenariats de formation avec les industriels ; – amplifier la féminisation des effectifs des cadres des écoles et des centres de recrutement pour promouvoir la mixité des choix de carrière des femmes.

This study presents an analysis of the processes of representation and translation involved in the practice of the Validation des Acquis de l'Expérience (VAE), or Recognition of Prior Experiential Learning, in a French University. This analysis is based on a qualitative research using semi-structured interviews with VAE candidates, advisers and academic staff, and recorded interactions between candidates and their advisers, and the validation juries. The research was at first influenced by the life history and educational biographies perspective (Josso 2001; Dominicé 2002; Pineau 2002), which privileged a dialogic approach. This has led to the decision to let the candidates tell their story of ordering struggle, where the resistance, dissidence and controversies circulate within and around the VAE 'object'. This study is interested in the ordering modes enacted through the VAE and their relational effects with subjectivities. The analysis draws on Callon's (1986) four moments of translation, as a way to give an initial frame of reference for the research. It presents the actors' voices in a sequence of accounts, disrupted by the researcher's running commentaries. It also focusses on the role the portfolio plays in 'ordering' the heterogeneous elements of the candidates' lives, subjecting them to a form of 'disciplinary writing' through 'technologies of the self', whereby subjectivities are mobilised into specific modes of ordering. It analyses how the VAE becomes a stabilized network (Star 1991), insisting on speaking with a unitary voice, erasing the multiplicity of selves and the messy realities of the candidates' lives, until the heterogeneous elements of the network escape again. Finally the study seeks to investigate further the recognition of heterogeneity, the possibility of multiplicity of cultures and agencies, multiple identities.
