Law of the Sea negotiations as they relate to scientific research activities and to highlight the large scale changes many proposals would require in future marine scientific research activities. The Third U.N. Law of the Sea Conference is analyzed within the context of three committees. The activities of Committee I are centered around issues relating to the international seabed ocean area, i.e., that area of the international ocean seabed and subsoil located beyond areas of coastal state jurisdiction. Committee II deals with issues of particular concern to marine scientific research including those dealing with the territorial sea, the continental shelf, and the economic zone. Committee III deals with marine scientific research and the transfer of technology.
