The United States Army Medical Research and Development Command (USAMRDC) manages a comprehensive research program designed to provide solutions to military medical problems and maintain or restore the health of soldiers. In addition to resources under its immediate command, characterized in part by the Army Institute of Surgical Research that hosts this conference, the USAMRDC also utilizes extramural research contracts to help implement its research plans and assist in attaining its goals. Since the majority of participants in this conference are directly involved in biomedical research activities, and frequently must search for funds to support their endeavors, it may be mutually beneficial to describe briefly several features of this extramural research support process. That portion of the Command's program most confluent with the issues addressed by this conference is called Research Area II and concerns problems involved with care of combat casualties. Consequently, my remarks are keyed to this aspect of USAMRDC research efforts and are intended to offer prospective applicants insight into various factors that bear on the processes involved with the award of extramural research contracts.

The major focus of CDMRP funded research is the improved prevention, diagnosis, and treatment of diseases, injuries, or conditions that affect service members and their families, and the general public. The hallmarks of CDMRP include reviewing applications for research funding using a two-tiered review process, and involving consumers throughout the process. Evaluation of the Congressionally Directed Medical Research Programs Review Process evaluates the CDMRP two-tiered peer review process, its coordination of research priorities with NIH and the Department of Veterans Affairs, and provides recommendations on how the process for reviewing and selecting studies can be improved.
