Written amidst the ongoing Covid-19 pandemic, this edited volume draws on the expertise of social scientists and humanities scholars to understand the several ramifications of Covid-19 in societies, politics, and the economies of Africa. The contributors examine measures, communicative practices, and experiences that have guided the (inter)action of governments, societies and citizens in this unpredictable moment. Covid-19 tested governments’ disaster preparedness as well as exposed governments’ attitudes towards the poor and vulnerable. In the same vein, it also tested the agency of the generality of the African populace in the face of containment measures and how these impacted on everyday social, cultural and economic practices of the ordinary peoples. In this vein, our concern is to understand the relationship between growing vulnerability on the one hand and ingenuity of agency on the other, and how both were embodied, narrated and discoursed by the African poor, university students, religious entities, and middle-classes, and those that bore the major brunt of the lockdowns. Lastly, the Covid-19 pandemic impacted regional trade and other bilateral relations in Africa, creating possibilities for regional entities such as ECOWAS and EAC to demonstrate their creativity (or a lack of it) in dealing with the pandemic. The contributors thus examine the regional dimension of the crisis and particularly evaluate how covid-19 tested the resilience of multilateralism, regional trade networks, cross border informal economies, and human movements. The volume is thus a useful resource for scholars of Africa, policy makers and those who want to understand Covid-19 in Africa. It provides a multiplicity of perspectives of the pandemic and African responses at different levels of society, economy and the political spectrum. The continental focus of this volume gives room for broader comparative analyses. Overconfident: How Economic and Health Fault Lines Left the Middle East and North Africa Ill-Prepared to Face COVID This report examines the region’s economic prospects in 2021, forecasting that the recovery will be both tenuous and uneven as per capita GDP level stays below pre-pandemic levels. COVID-19 was a stress-test for the region’s public health systems, which were already overwhelmed even before the pandemic. Indeed, a decade of lackluster economic reforms left a legacy of large public sectors and high public debt that effectively crowded out investments in social services such as public health. This edition points out that the region’s health systems were not only ill-prepared for the pandemic, but suffered from over-confidence, as authorities painted an overly optimistic picture in self-assessments of health system preparedness. Going forward, governments must improve data transparency for public health and undertake reforms to remedy historical underinvestment in public health systems.

An overview of South African politics and economic system, through the lens of the response to COVID-19 Has South Africa ‘done well’ at limiting illness and deaths during the COVID-19 pandemic? Academic and political commentator, Steven Friedman, thinks not. While the country’s mainstream media believes it has, in his view the evidence tells another story. South Africa has experienced by far the most cases and deaths in Africa – at one point as many as the rest of the continent combined. One Virus, Two Countries: What Covid-19 tells us about South Africa offers a searing analysis of government and expert scientists’ responses to the pandemic. Friedman argues that South Africa is two societies in one – a ‘First World’ which resembles Western Europe and North America, and a ‘Third World’ which looks much like the rest of Africa or South Asia. The South African state, the media and the scientific community have largely tried to deal with the virus through a ‘First World’ lens in which much of the country was either invisible or a problem – not a partner. Friedman argues this approach prevented the country from responding in a way which would have protected most citizens. This is why case numbers and deaths are so high: South Africa has done worse than the rest of Africa not despite the fact that it has a ‘more developed’ health system, but because it does. One Virus, Two Countries is a controversial book that will rouse much needed debate about South Africa’s health and economic system in a context of serious inequality.
