Academic freedom and institutional autonomy are essential for universities to produce the research and teaching necessary to improve society and the human condition. Academic freedom and institutional autonomy are increasingly important components of the development of democracy. At the same time, these fundamental democratic values are subject to pressure in many countries. The relationship between academic freedom, institutional autonomy and democracy is fundamental: it is barely conceivable that they could exist in a society not based on democratic principles, and democracy is enriched when higher education institutions operate on this basis. Higher education institutions need to be imbued with democratic culture and that, in turn, helps to promote democratic values in the wider society. This volume contains speeches and papers given at the International Conference on Academic Freedom and University Autonomy held in Sinaia, Romania, May 5-7, 1992. Section 1 contains introductory addresses by Federico Mayor, Maitland Stobart, Hinrich Seidel,and Walter Kamba. This book is an example of an international editorial enterprise. The two editors, located in the United States and Singapore, coordinated a team of authors in ten countries. Linked by common concerns, the lengthy process of preparing such a complex volume proved to be a pleasantly cooperative task - proof that there is a kind of invisible college of colleagues working on similar topics in different countries. This book is also an indication that scholars from the Third World and the industrialized nations can work together in a spirit of equality and understanding. This project has an interesting origin. It was first discussed at a conference on ASEAN - American higher education held in Malaysia in 1985, sponsored by the Regional Institute for Higher Education and Development, then headed by V. Selvaratnam and funded by the Asia Foundation and the Lee Foundation. At the time, geographical coverage was to be limited to the ASEAN nations. We also sought external funding, without success, to assist us in developing the project. Due to lack of funding, the project languished for a year. When one of our original participants, Andrew Gonzales of the Philippines, produced an essay, we decided to proceed without funding. We also decided to add several additional key Asian nations that we felt would provide additional analytic scope to the book. The result of this somewhat unusual collaborative effort is this volume.

The aim of the present document is to present the author’s proposals on the reform of the governance model from a holistic and functional perspective. The first task when designing a system of governance should be to identify the function that it is to fulfil, which leads on to the question of exactly why universities are meant to be autonomous. For the good of society, universities as institutions have to guarantee that the knowledge they generate and transmit does not favour the interests of any particular group. They provide a public service that must act with autonomy. This autonomy must include all decisionmaking mechanisms, the whole system of governance, so that the public service of higher education and research can be rendered as efficiently as possible and without submitting to the influence of political, economic or religious interests. On the basis of the conclusions of the study University Autonomy in Europe II. The Scorecard and the current situation of the university, research and innovation system, this study proposes a well-defined set of governance elements that cover all the dimensions of university autonomy. The study makes explicit reference to the university system in Catalonia but its conclusions and argumentation are of more general applicability.
