DOD IRP Remedial Investigations (RI) are often too long and drawn out. The goal of RI is to confirm and quantify soil and groundwater contamination. Often, RI costs exceed estimates and time schedules. Environmental regulators and local residents become distressed over the apparent lack of progress being made. Current RI strategies employed at most Air Force installations involve contamination plume delineation. This strategy for investigation often does not reveal adequate information regarding movement of contaminants. A thorough understanding of the hydrogeological setting is essential to obtain maximum improvement of groundwater quality. An alternative strategy is Transport Quantification (TQ), a process that identifies and quantifies groundwater flow characteristics prior to, or during, contamination investigation. TQ emphasizes surficial and geological investigations and incorporates groundwater flow models. Preliminary investigations focusing on soil and groundwater characterization can greatly reduce the effort and expense of groundwater investigation and restoration. It was also found that a severe lack of manning within the environmental function exists. Without technical personnel administering the IRP, the program will continue to be run ineffectively. The study revealed a need for a better data transfer and communication between base level offices and higher headquarters, between headquarters, and between services. The overall objective of the Installation Restoration Program (IRP) Phase II investigation is to assess potential contamination at past hazardous waste disposal and spill sites on Air Force installations. A series of staged field investigations may be required to meet this objective. The intention of this staged investigation is to undertake a field and laboratory study at Air Force plant 59, Johnson City NY: (1) to confirm the presence or absence of contamination with in the specified areas of investigation; (2) if possible, to determine the extent and degree of contamination and the potential for migration of those contaminants in the various environmental media; (3) to identify public health and environmental hazards of migrating pollutants based on State or Federal standards for those contaminants; and (4) to delineate additional investigations required beyond this stage to reach the Phase II objectives. Envirodyne Engineers, Inc. (EEI) evaluated the potential for groundwater contamination at nine hazardous waste storage and disposal sites at Edwards Air Force Base, California. This evaluation consisted of an Initial Assessment Survey based on published and unpublished reports and records, interviews with base personnel, consultation with federal, state and local agencies, and site inspections. Five of the nine sites have little or no potential for groundwater contamination. Two of the remaining four sites, the Industrial Waste Pond and the Main Base Toxic Waste Disposal Site, may have a limited potential for contamination of groundwater. The remaining two sites, the North Lake Bed Storage and Disposal Site and the South Base Waste POL Storage Site, have significant potential to contaminate groundwater. At the North Lake Bed site, two subsites are in physical environments which are susceptible to groundwater contamination. Groundwater contamination at these subsites needs to be verified and the wastes removed. At the South Base Waste POL Storage Area, groundwater contamination may have already occurred or may occur in the future. Groundwater in the immediate vicinity of this site should be monitored to detect contamination before it migrates.

Ecology and Environment, Inc., was retained by the USAFOEHL/TS to provide technical and analytical services in support of the Air Force Installation Restoration Program (IRP). These services were applied to the Phase II, stage 1, investigation at Air Force Plant 3, Tulsa Oklahoma. The investigation included records searches, geophysical studies, and sampling of surface and subsurface soils and groundwater. Samples were analyzed for various parameters including volatile organics, oil and grease, TOX, TOC, phenols, PCBs, and titanium. Results of the investigation indicated that past waste handling and disposal practices had caused various degrees of soil and groundwater contamination at six of the seven sites. Follow-up (Stages 2) work has been recommended at five sites to better define the extent of contamination. One site was judged to require no follow-up action, and one site is recommended for Phase IV (remedial action) work.

An Installation Restoration Program (IRP) Phase II, Stage 2 investigation was conducted at MacDill AFB and Avon Park AFR, Florida, to confirm the presence or absence of contamination at twelve sites. Eight of the twelve sites were previously investigated under Phase II, Stage I efforts. Four sites had not previously been investigated under Phase II efforts. A field program was conducted, consisting of geophysical surveys, the drilling and installation of 28 monitoring wells, an aquifer pumping test in the surficial aquifer, and the collection and analysis of groundwater, surface water, and sediment samples. At MacDill AFB, no significant contaminants were found at two of the sites. These sites were recommended for no further action. At three other sites no significant contamination was found but other evidence suggested that additional study should be considered before specific action at these sites is recommended. Significant contamination was found at three sites and these sites were recommended for additional investigation. One site at MacDill AFB was recommended for remedial action. At Avon Park AFR, all three sites showed no significant contamination and were recommended for no further action.
