"This book describes China's growing range of activities in Africa, especially in the sub-Saharan region. The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. One case study of Sudan deals with the political presence of China in Sudan and the extent to which Chinese arms suppliers contributed to the current crisis in Darfur. The possibility of Chinese diplomacy offering a solution in that conflict is discussed. The conclusion considers whether social responsibility can be expected of the Chinese government and companies and if this is desirable, and to what extent the Chinese model in Africa can act as an example - or not - for the West"--Publisher's description.

This volume addresses the issues of financing urban growth of the African continent -- which has the highest urban growth rate on the planet -- in the next decades. Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.

L’industrialisation en Afrique subsaharienne : Saisir les opportunités offertes par les chaînes de valeur mondiales se penche sur cette question en proposant de réévaluer les perspectives d’industrialisation des pays d’Afrique sub-saharienne au travers de leur intégration dans les chaînes de valeur mondiales et en examinant le rôle de la politiques dans le renforcement de ces perspectives.Les principaux enseignements de cette étude indiquent que • L’Afrique sub-saharienne n’a pas connu de désindustrialisation précoce; au contraire, la région a bénéfi cié d’une croissance substantielle de l’emploi manufacturier en dépit d’une contribution toujours limitée de la valeur ajoutée industrielle au PIB. • L’intégration de la région aux chaînes de valeur industrielles mondiales reste relativement élevée, bien qu’elle soit marquée par la présence dominante des produits primaires et par le recours à l’emploi peu qualifi é. • L’intégration aux chaînes de valeur mondiales conduit à des créations d’emplois et l’intégration verticale en amont permet d’en créer encore davantage. Le présent ouvrage souligne l’importance des politiques dans le maintien d’un marché compétitif, dans la promotion d’une hausse de la productivité, dans l’encouragement du développement des compétences et dans l’accompagnement de secteurs tels que les infrastructures et la fi nance.
