This volume, the first in a new series by the National Bureau of Economic Research that compares labor markets in different countries, examines social and labor market policies in Canada and the United States during the 1980s. It shows that subtle differences in unemployment compensation, unionization, immigration policies, and income maintenance programs have significantly affected economic outcomes in the two countries. For example: -Canada's social safety net, more generous than the American one, produced markedly lower poverty rates in the 1980s. -Canada saw a smaller increase in earnings inequality than the United States did, in part because of the strength of Canadian unions, which have twice the participation that U.S. unions do. -Canada's unemployment figures were much higher than those in the United States, not because the Canadian economy failed to create jobs but because a higher percentage of nonworking time was reported as unemployment. These disparities have become noteworthy as policy makers cite the experiences of the other country to support or oppose particular initiatives.

High unemployment has been one of the most disturbing features of the economy of the 1980s. For a precedent, one must look to the interwar period and in particular to the Great Depression of the 1930s. It follows that recent years have been marked by a resurgence of interest amongst academics in interwar unemployment. The debate has been contentious. There is nothing like the analysis of a period which recorded rates of un employment approaching 25 per cent to highlight the differences between competing schools of thought on the operation of labour markets. Along with historians, economists whose objective is to better understand the causes, character and consequences of contemporary unemployment and sociologists seeking to understand contemporary society's perceptions and responses to joblessness have devoted increasing attention to this his torical episode. Like many issues in economic history, this one can be approached in a variety of ways using different theoretical approaches, tools of analysis and levels of disaggregation. Social Security Programs and Retirement around the World examines how changing retirement incentives have reshaped labor force participation trends among older workers. The chapters feature country-specific analyses for Belgium, Canada, Denmark, France, Germany, Italy, Japan, Netherlands, Spain, Sweden, the United Kingdom, and the United States. They find that while there is significant heterogeneity across countries, the reforms of recent decades have generally reduced the implicit tax on work at older ages. These changes correlate positively with labor force participation. The studies exploit the variation in the timing and extent of reforms of retirement incentives and employ microeconometric methods to investigate whether this correlation reflects a causal relationship.
