The underwater inspections reported herein were performed by Underwater Construction Team Two (UCT-2) at the request of and with funding from the Underwater Inspection Program managed by Naval Facilities Engineering Command, Chesapeake Division, Code FPO-1. This program is part of the Specialized Inspection Program initiated in FY 80 and directed by the Naval Facilities Engineering Command, (NAVFACENGCOM), Code 100 office. This centrally funded program establishes within NAVFACENGCOM the capability for coordinating all Navy efforts to inspect and assess the underwater condition of the Navy's major waterfront facilities. The UCT-2 inspections were planned by FPO-1 as part of the Underwater Inspection Program. However, FPO-1 manpower limitations prevented the desired monitoring and integration of these inspections into the program, thus the inspection data was not recorded and reported in the manner established for the program. The underwater inspection report included herein is as received from UCT-2 with the addition by FPO-1 of twelve maps, sketches and pictures of each of the wharfs inspected and of the Subic Bay area. The Chesapeake Division, Naval Facilities Engineering Command (CHESDIV) has managed the Underwater Inspection Program during its first two formative years gaining experience and acquiring data in that time. In the process, CHESDIV has developed some insight into the Navy's underwater inspection needs, and the scope of effort required to meet these needs. It now appears possible to foresee, in practical terms, the desirable characteristics of a permanent NAVFAC long range Underwater Inspection Program for Waterfront Facilities. CHESDIV was to perform an underwater survey of the Navy's underwater facilities, assess their physical condition, and report these assessments to NAVFACNGCOM, Code 100, the Engineering Field Divisions (EFDs), the activities Public Works Offices (PWOs), and the Public Works Center (PWCs). During the early investigatory efforts in the program, through several data acquisition cycles, and by means of visits and inspections at Navy activities, further objectives of the long range program were identified. Pier 11A at the Naval Supply Center, San Diego was subjected to a detailed underwater inspection with the objective of assessing the general structural condition of the in-water structural elements. A swim-by visual inspection (designated Level I) was conducted on all 1847 concrete piles and on the total area of the 1820 lineal feet of concrete seawall and bulkhead. A more detailed inspection and cleaning (designated Level II) was performed at 30 sites distributed among three elevations at 10 stations located at 200 foot intervals laterally along the bulkhead. The Level II inspection also included 11% of the bearing and batter piles. Representative samples of all significant deterioration/damage found were photo-documented.
