Les institutions éducatives valaisannes sont de plus en plus sollicitées, ce qui implique souvent la nécessité de trouver des solutions alternatives pour l'accueil de jeunes issus de situations familiales à risque. Dans ce contexte, le recours à des familles d'accueil fait partie des solutions envisageable, si aucun placement auprès de l'entourage ne peut être organisé. Or les familles d'accueil ne sont pas professionnelles et il est donc nécessaire de leur offrir un encadrement adapté à leurs besoins. Mais les moyens à disposition des assistants sociaux semblent limités et il est donc important d'en trouver de nouveaux, et ce, en collaboration avec les familles d'accueil qui sont les plus à même de savoir ce dont elles ont besoin. Le but de ce travail est donc de mettre en évidence les besoins en matière de suivi et de soutien des familles d'accueil du Valais romand, agréées par l'Office pour la Protection de l'Enfant, afin que ces dernières puissent accueillir un ou des enfants à leur domicile dans les meilleures conditions possibles. Pour ce faire, un questionnaire d'" Evaluation des besoins des familles d'accueil du Valais romand agréées par l'Office pour la Protection de l'Enfant" a été envoyé aux familles d'accueil actives de 2002 jusqu'en 2005 qui ont accepté de participer à la présente étude. Pour élargir mon champ de réflexion, j'ai interrogé Madame Michaëla Bochud, du Secteur des Milieux d'Accueil (SMA) rattaché au Service de l'Enfance et de la Jeunesse de Fribourg et Madame Béatrice Filiti, ainsi que Monsieur Xavier Equey, du Secteur des placements familiaux de l'Office de Surveillance des Structures d'Accueil des Mineurs (OSSAM) dépendant du Service de Protection de la jeunesse de Vaud. Les structures mises en place dans ces deux cantons sont un apport positif en matière de suivi et de soutien aux familles d'accueil. Finalement sont proposées des pistes pour la mise en place de soutien aux familles d'accueil du Valais romand, agréées par l'Office pour la Protection de l'Enfant. Les propositions faites ne pourront voir le jour que si l'Etat les accepte et se donne ainsi les moyens de reconnaître et de valoriser le travail des familles d'accueil. Dans cet esprit, le canton offrirait une aide plus professionnelle aux familles d'accueil et aux enfants accueillis ; par là aussi, il augmenterait l'intérêt à s'engager en tant que familles d'accueil.
