In this book, twelve “valleys of death” are identified which, following a linear approach, correspond to the various obstacles that limit the various passages from an original idea to invention, and then to industrial innovation. These various limiting factors have a variety of origins: disciplined scientific training, weak general and scientific culture, New Public Management, hierarchical support, funding, evaluation, proof of concepts, complexity management, and heuristic and interdisciplinary approaches on the one hand, and attractiveness for the new on the other. After an idea is formulated, these contexts bring small elements of science into play, but above all human aspects ranging from motivation and the quality of exchanges to responsibility. In short, it is a possible dynamic way of living together to promote innovations stemming from science. This is not easy, but if the invention is profitable for society, the downstream sector can greatly facilitate the various stages of commercialization.

The trajectories of pollution in global capitalism, from the toxic waste of early tanneries to the poisonous effects of pesticides in the twentieth century. Through the centuries, the march of economic progress has been accompanied by the spread of industrial pollution. As our capacities for production and our aptitude for consumption have increased, so have their byproducts—chemical contamination from fertilizers and pesticides, diesel emissions, oil spills, a vast “plastic continent” found floating in the ocean. The Contamination of the Earth offers a social and political history of industrial pollution, mapping its trajectories over three centuries, from the toxic wastes of early tanneries to the fossil fuel energy regime of the twentieth century. The authors describe how, from 1750 onward, in contrast to the early modern period, polluted water and air came to be seen as inevitable side effects of industrialization, which was universally regarded as beneficial. By the nineteenth century, pollutants became constituent elements of modernity. The authors trace the evolution of these various pollutions, and describe the ways in which they were simultaneously denounced and permitted. The twentieth century saw new and massive scales of pollution: chemicals that resisted biodegradation, including napalm and other defoliants used as weapons of war; the ascendancy of oil; and a lifestyle defined by consumption. In the 1970s, pollution became a political issue, but efforts—local, national, and global—to regulate it often fell short. Viewing the history of pollution though a political lens, the authors also offer lessons for the future of the industrial world.

The legitimacy of environmental policies is an issue of increasing concern for analysts. Ecological stakes are deemed to be global, but global public decisions are rare and implemented with difficulty. Dissensus prevails on environmental ethics and there is little evidence of any greening of policy tools. The global framing of the environment fails to account for how people relate to the ecological realities which surround them. Rather than placing the environment at a distance, Politicization of Ecological Issues advocates for building legitimacy from people’s perceptions of singular forms and patterns in their environment. The European Union (EU) has sought to establish itself as a global environmental leader but was hit by the combined effects of the economic and financial crisis from 2007-8 leading some to question whether the EU could continue to adopt ambitious environmental policy. This volume brings together leading environmental policy scholars to analyse the impacts of the crisis upon environmental policy in the EU and its member states. Authors analyse whether environmental policy has been dismantled, expanded or stayed the same. If policy has been dismantled, the kind of strategy adopted is analysed (active, symbolic, arena-shifting, or dismantling by default), and at what levels change has occurred. The Index of Policy Activity (IPA) is applied systematically across the cases, which combine quantitative with qualitative analysis. Non-European cases are also included to provide a counterpoint for comparison. The book finds that whilst the EU has not actively dismantled environmental policy, its economic policies have had negative effects upon some Member States, prompting policy dismantling. Climate and energy policies have seen some policy expansion but there are examples, most notably the UK, where there has also been active policy dismantling. The main trend is one of stasis - environmental policy in Europe is judged to have plateaued calling into question Europe's much-vaunted environmental leadership. The book contributes to scholarship on environmental policy and public administration, combining empirical and methodological insights to give an up to date perspective on the impact of crisis upon European environmental policy.

Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.
