The Ugandan economy is recovering from a sharp contraction due to the COVID-19 (coronavirus) shock that had slowed growth to its lowest pace in over three decades. Real GDP growth is estimated to reach above 3 percent during FY21, following the modest recovery of 0.7 percent in the first half of the FY. On a calendar year basis, real GDP had contracted by 1.1 percent in 2020, due to the almost total lockdown that lasted over four months, border closures except for essential cargo, and the spillover effects of the disruption in global demand on Ugandan exports, remittances and foreign direct investments. The services sector was particularly hard hit, contracting by over 3 percent in 2020, with activities in key sectors like education and accommodation and food services largely curtailed for most of the year. As restrictions were loosened, business and trading conditions improved both locally and globally allowing investments to pick up in the last quarter of 2020, with stronger signs of recovery in the manufacturing and construction sectors continuing into the quarter ending March 2021. Growth in agriculture has been sustained through the cash crops sector, which is relatively better than the food crop sector, in the use of improved farming practices to manage weather variability.

Agrifood systems generate significant benefits to society, including the food that nourishes us and jobs and livelihoods for over a billion people. However, their negative impacts due to unsustainable business-as-usual activities and practices are contributing to climate change, natural resource degradation and the unaffordability of healthy diets. Addressing these negative impacts is challenging, because people, businesses, governments and other stakeholders lack a complete picture of how their activities affect economic, social and environmental sustainability when they make decisions on a day-to-day basis. The State of Food and Agriculture 2023 looks into the true cost of food for sustainable agrifood systems. The report introduces the concept of hidden environmental, health and social costs and benefits of agrifood systems and proposes an approach – true cost accounting (TCA) – to assess them. To operationalize the TCA approach, the report proposes a two-phase assessment process, first relying on national-level TCA assessments to raise awareness and then moving towards in-depth and targeted evaluations to prioritize solutions and guide transformative actions. It provides a first attempt at national-level assessments for 154 countries, suggesting that global hidden costs from agrifood systems amount to at least to 10 trillion 2020 PPP dollars. The estimates indicate that low-income countries bear the highest burden of the hidden costs of agrifood systems relative to national income. Despite the preliminary nature of these estimates, the analysis reveals the urgent need to factor hidden costs into decision-making for the transformation of agrifood systems. Innovations in research and data, alongside investments in data collection and capacity building, are needed to scale the application of TCA, especially in low- and middle-income countries, so that it can become a viable tool to inform decision- and policymaking in a transparent and consistent way.

Uganda's economy was recovering well, up until the second wave of COVID-19 infections and subsequent lockdown in mid-2021. Since then, activity has rebounded - much like after the first lockdown - but the country is likely to still face a stop-start recovery until there is wider coverage of the COVID-19 vaccine. Notwithstanding this recovery, there has been a rise in poverty and - with the shift back to agriculture for some workers - an increase in household vulnerabilities. We have also seen a widening of inequalities, which have been most severe in the education sector, where schools have now been fully or partially closed for longer than any other country in the world. As a result, Uganda has a long way to go in its quest to build-back-better. Eighteenth Uganda Economic Update includes the special topic of Putting Women at the Center of Uganda's Economic Revival. When famine, drought, and malnutrition plagued their communities, these farmers tried something revolutionary—and managed to nourish their families and their land in the process. Farmers in some of the world’s oldest agricultural areas—Africa’s Great Rift Valley, India’s Indo-Gangetic Plain, the Highlands of Central America, and the Great Plains of the U.S.—were toiling year after year, only to find that modern industrial agriculture was turning on itself. The very practices that they were using to grow food yesterday were making it more difficult to grow food today. Pesticides used to protect their crops were killing off beneficial biodiversity. Monocropping was depleting the soil of necessary nutrients. And deforestation was making the land hotter and drier. Industrial agriculture’s effects on our climate and environment were multiplying and worsening, until the very families growing the world’s food were starving. But some of these farmers took a gamble and changed their practices to work with nature rather than bending nature to their will. They terraced the land to catch more rainwater and prevent soil runoff; they planted a diverse range of vegetables that would balance the nutrients in the soil; they replaced commercial fertilizers with organic matter from their own farms; they planted more trees and drought-resistant grains; and, perhaps most importantly, they taught their communities by example that these regenerative farming methods paid off—both in nourishing their families and in bringing their land back to life. Award-winning author and journalist Roger Thurow shares their stories, highlighting the conflicts inherent in our most important human endeavor: feeding the world using the methods of industrial agriculture is stripping the land of its ability to feed future generations. In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. Gerard Emmanuel Kamdem Kamga, Serges Djoyou Kamga, and Arnold Kwesiga explore a relatively new phenomenon, namely referred to as illicit financial flows, that aim to impoverish the African continent and prevent its economic development.
