Today the Subcommittee on International Security, International Organizations and Human Rights and the Subcommittee on Europe and the Middle East will consider the U.S. stake in a democratic Russia. One does not need to underscore that this is a rather timely hearing. It had been scheduled many, many weeks ago, and we are delighted that these outstanding witnesses are here today to tell us and the American people their view of this paramount issue. We will address the American interest in democratic political development and market-oriented economic reform in Russia, as well as what policies our government should pursue to encourage democratization there. These critical questions involve decisions we in the Congress will be required to make involving U.S. financial assistance and many other kinds of aid. It is important that we have a clear understanding of what our interests are in a democratic and market-oriented Russia, as well as the kinds of policies we need to pursue in helping the development of democracy in that country. Some of us feel that critical months, maybe a year-and-a-half, were wasted at a time when assistance, involvement, participation could have made the chances of democratic government's survival in Russia far greater. Can foreign donors help build new democracies? In the 1990s, public and private organizations such as USAID and the Soros Foundation poured huge amounts of money and expertise into Russia to help build the dream of a vibrant democratic society. Sarah L. Henderson argues that despite the altruistic intentions of foreign assistance agencies and domestic activists, foreign aid designed to spur civic growth has had unintended consequences. Drawing on extensive field work, survey research, and work experience for several funding agencies in Moscow in the late 1990s, Henderson focuses on donor efforts to support the emerging community of nongovernmental organizations and, in particular, on efforts to build a functioning women's movement in Russia. Her intimate knowledge of Russia's growing NGO community informs a worrisome finding: foreign aid has made a tremendous difference, but not in altogether expected or positive ways. New Russian civic groups serve either the needs of an indigenous clientele or the demands of the foreign aid bureaucracy--but rarely both. Henderson's research and experience show that while aid has kept a fledgling civic community alive, it is a civic community that is disconnected from its own domestic audience. The book suggests that large flows of foreign aid have in some ways damaged the long-term prospects for democratization in Russia.

Why has democracy failed to take root in Russia? After shedding the shackles of Soviet rule, some countries in the postcommunist region undertook lasting democratization. Yet Russia did not. The activist state of the New Deal started forming decades before the FDR administration, demonstrating the deep roots of energetic government in America. In the period between the Civil War and the New Deal, American governance was transformed, with momentous implications for social and economic life. A series of legal reforms gradually brought an end to nineteenth-century traditions of local self-government and associative citizenship, replacing them with positive statecraft: governmental activism intended to change how Americans lived and worked through legislation, regulation, and public administration. The last time American public life had been so thoroughly altered was in the late eighteenth century, at the founding and in the years immediately following. William J. Novak shows how Americans translated new conceptions of citizenship, social welfare, and economic democracy into demands for law and policy that delivered public services and vindicated peopleÕs rights. Over the course of decades, Americans progressively discarded earlier understandings of the reach and responsibilities of government and embraced the idea that legislators and administrators in Washington could tackle economic regulation and social-welfare problems. As citizens witnessed the successes of an energetic, interventionist state, they demanded more of the same, calling on politicians and civil servants to address unfair competition and labor exploitation, form public utilities, and reform police power. Arguing against the myth that America was a weak state until the New Deal, New Democracy traces a steadily aggrandizing authority well before the Roosevelt years.
