Book Description
Information technology (IT) plays a critical role in enabling the Department of Homeland Security's (DHS's) U.S. Citizenship and Immigration Services (USCIS) to accomplish its mission. In 2009, it was reported that insufficient IT staffing and limited information technology budget authority impeded the USCIS Chief Information Officer (CIO). This follow-up audit was conducted to determine USCIS's progress in establishing key information technology management capabilities to support mission needs. The report contains four recommendations aimed at improving USCIS's IT. Figures and tables. This is a print on demand report.

Book Description
The Department of Homeland Security (DHS) assumed responsibility for the immigration enforcement and services programs of the former Immigration and Naturalization Service (INS) in 2003. The three DHS bureaus with primary responsibility for immigration functions are U.S. Customs and Border Protection (CBP), U.S. Citizenship and Immigration Services (CIS), and U.S. Immigration and Customs Enforcement (ICE). This transfer creates a great opportunity for DHS to address long-standing management and operational problems within INS. The Homeland Security Act requires GAO to review the transfer of immigration functions to DHS. In response, this report assesses the status of (1) communication and coordination of roles and responsibilities, (2) integration of immigration and customs investigators in ICE, and (3) administrative services and systems in CBP, CIS, and ICE.

Book Description
The Department of Homeland Security (DHS) has established a program--the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT)--to collect, maintain, and share information, including biometric identifiers, on selected foreign nationals who travel to the United States. By congressional mandate, DHS is to develop and submit for approval an expenditure plan for US-VISIT that satisfies certain conditions, including being reviewed by GAO. Among other things, GAO was asked to determine whether the plan satisfied these conditions and to provide observations on the plan and DHS's program management.
