This book examines the past, present and prospects of regional economic integration in Africa. The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. The book subsequently evaluates the suitability of the European model of deep integration with costly institutions for the conditions specific to Africa, considering, for example, the role of informal and non-recorded trade. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. "This book describes China's growing range of activities in Africa, especially in the sub-Saharan region. The three most important instruments China has at its disposal in Africa are development aid, investments and trade policy. The Chinese government, which believes the Western development aid model has failed, is looking for new forms of aid and development in Africa. China's economic success can partly be ascribed to the huge availability of cheap labour, which is primarily employed in export-oriented industries. China is looking for the required raw materials in Africa, and for new marketplaces. Investments are being made on a large scale in Africa by Chinese state-controlled firms and private companies, particularly in the oil-producing countries (Angola, Nigeria and Sudan) and countries rich in minerals (Zambia). Third, the trade policy China is conducting is analysed in China and compared with that of Europe and the United States. In case studies the specific situation in several African countries is examined. In Zambia the mining industry, construction and agriculture are described. Donald L. CanneyOCOs study is the first book-length history of the U.S. NavyOCOs Africa Squadron. Established in 1842 to enforce the ban on importing slaves to the United States, in twenty yearsOCO time the squadron proved ineffective. To officers and enlisted men alike, duty in the squadron was unpopular. The equatorial climate, departmental neglect, and judicial indifference, which allowed slavers back at sea, all contributed to the sailorsOCO frustration. Later, the most damaging allegation was that the squadron had failed at its mission. Canney investigates how this unit earned a poor reputation and whether it is deserved. Though U.S. warships seized slave vessels as early as 1800, four decades passed before the Navy established a permanent squadron off the western coast of Africa to interdict U.S.-flag vessels participating in this trade. Canney traces the NavyOCOs role in interdicting the slave trade, Great BritainOCOs pressure on the U.S. government to curb slave traffic, the creation of the squadron, and how individual politicians, department secretaries, captains, and squadron commanders interpreted the laws and orders from higher authorities, changing squadron operations. While famous ships and captains served on this station, none won distinction in the Africa Squadron. In the final analysis, the squadron was unsuccessful, even though it was the NavyOCOs only permanent squadron with a specific, congressionally mandated mission: to maintain a quasi-blockade on a foreign shore. While Canney exonerates southern-born naval captains, who approached their work as diligently as their counterparts from the north, he demonstrates how the secretaries of the NavyOCopro-slavery southern politiciansOConeglected the squadron."

This book revisits the perennial challenge that scholars, economists, and politicians have been grappling with since the 1960s. Development, in this book, has been defined in a context that projects it as a multidimensional and complex process which seeks to enhance the human, social, economic and cultural welfare of the people. This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.
