Excerpt from Twenty-Fifth Annual Report of the Interstate Commerce Commission: December 20, 1911 It is certain that by the promulgation of the rules and rulings above referred to, and this method of disposing of the class of claims just mentioned, the delay and expense incident to the disposition of a much greater number of formal complaints have been obviated and much quicker and more satisfactory results secured. One of the important additions by the mann-elkins Act of 1910 is the authority conferred upon the Commission to suspend the opera tion of proposed changes in rate schedules until the propriety and reasonableness thereof may be investigated. The exercise of this authority results in the elimination, in many cases, not only of the vexatious and impossible undertaking of complete or approximate reparation for damages but of the inevitable confusion and detriment to all concerned which follow the exaction for a time of unreason able increased rates and their subsequent condemnation.
