I regret the impossibility to file the report at an earlier date owing to the inability to secure te liable returns from the operators of the State. Numerous failures and assignments, whereby property was placed in the hands of the court, caused vexatious delays. Again, during the early portion of the time devoted to the work, the writer's time was absorbed in making inspections in the several coal fields, thus retarding the work to this late period. Excerpt from Twenty-Sixth Annual Report of the Chief Inspector of Mines to the Governor of the State of Ohio for the Fiscal Year 1900 The names of the counties containing mines where machines were in use for the year 1900 will be found in the preceding table, the total number being fourteen. Instead of seventy-four machine mines, the number in 1899, we find that number increased by fourteen in 1900, making a total of eighty - eight, the use of machines having been abolished by five of the mines which used them in the year 1899. During the year the machine mines were increased by the addition to the list of the following: In Athens county, Half Moon, Daleton Number Two, Jobs Number Seventeen and Kimberly; Belmont Number Two in Belmont County; Huff Run in Carroll County; Old Orchard, Lit tle Kate and Black Top in Guernsey county; Columbus in Hocking county; Springfield in Jackson county; Conners Number One and Two and Walnut Hill in Jefferson county; Glenwood in Noble county Number Twenty and Number Five in Perry County; Krause Number Four in Stark county; Thompson Run East, and Thompson Run West in Tuscarawas county. 1 The five mines in which the use of machines were discontinued are Somers Number Five in Carroll county, Guernsey and Cambridge in Guernsey county, Silver Run in Meigs county and New Pittsburg Number Nine which is now worked in connection with Number Eight in Hocking county. By noticing the table it will be observed that the number of electric machines in use in 1900 were three hundred and twenty-two, an ia crease of eighty-six over the number used in 1899, while in 1898 the number was but forty-two less than in the year 1899. But as the electric machines increase those depending upon compressed air correspondingly decrease in number. In 1898 there were in use fifty-eight compressed air machines; in 1899, forty-four, while in 1900 there were but forty, although during this time the number of machines in use in the mines was gradually increasing. In 1900 there were forty mines in which were used a total of fifty electric motors for hauling coal as compared with twenty-five mines using twenty-eight in the year 1899. Excerpt from Thirtieth Annual Report of the Chief Inspector of Mines to the Governor of the State of Ohio: For the Year Ending December 31, 1904 We have reached a period in the history of Coal Mining in Ohio when the most competent mine managers and most successful mine operators are pleased to testify that the truest economy in the production of coal is found in the application of methods of mining which make the conditions in their mines in advance of the requirements of the Mining Laws, rather than to be delayed in their Operations and annoyed by an order of the Mine Inspector for the enforcement of the law. And in such cases it must be a pleasant. Rather than an unpleasant duty, for an Inspector to visit and record the conditions of such mines, and pleasing to all those connected with them to afterwards read the report of the Inspector, to say nothing whatever of the advertisement in favor of good management. It is well also to remember that we have reached a period when many of the coal seams in the state are being worked to a point of exhaustion, and in order to supply the demand for a commodity that contributes so much to the comfort and welfare of the people it is necessary to penetrate the earth to a much greater depth, at considerable more cost, greater danger, and possibly much more serious loss of life and property. Many deep shaft mines have recently been opened in various part of the state, and the pent-up gases liberated to a greater extent than ever before, and the many small explosions occurring should be looked upon as the sounding of a positive alarm of the presence of greater danger to life and property; and the necessity of the application of the best possible methods of reducing the danger to a minimum. Excerpt from Thirty-Ninth Annual Report of the Chief Inspector of Mines: For the Year Ending December 31, 1913 The state mining laws provide for twelve inspectors and a chief inspector, whose duty it is to see that the laws are so enforced as to reduce to a minimum the necessary dangers of the mining industry. The report of their activities during the year ending December 31, 1913, is presented in this report, which was prepared by the Department of Mines. The statistical report of the Industrial Commission of Ohio, Division of Mines, was compiled by the Department of Statistics and Investiga tion, and will be published by that department. On September 1, 1913, the Industrial Commission assumed charge of seven state departments of which the Mining Department was one, and while the statistics for this department were collected and turned over to the statistical Department, April, 1914, as well as the remainder of the report, it was decided later by the Department of Investigation and Statistics to separate the re port into two different parts, and the part pertaining to the inspection of mines was returned to 113 November, 1914, for publication.
