The'only certain way, however, open to the individual farmer to determine what quality of fertilizers are the best suited to his soil and the particular crops he may wish to grow, is experimentation. It is not infrequently the case that differ ent parts of the same farm require the application of different ele ments of plant food for the production of the same crop. Excerpt from Fifteenth Annual Report of the Pennsylvania Department of Agriculture, 1909 The mild winter of 1909 brought out the winter crops, such as wheat and grass, unharmed by any of its usual rigors, especially in the northern part of the State. The mild weather of March, unusual in most sections, gave the farmer opportunity to sow oats earlier than usual, as well as the northern varieties of peas; and in this way enabled him to advance one or two of his summer crops in harmony with the winter wheat and grasses. During part of March the weather was so warm for a number of days that fruit buds expanded to such a degree that the cold of April did considerable damage in many sections. Excerpt from Twenty-Second Annual Report of the Pennsylvania Department of Agriculture, 1916 It is becoming more and more apparent that the great farming contingent of the State want men well versed in the several lines of agriculture, who, not only have studied the problems that confront the farmer, but have, in their own experience and practice, worked them out on their own land, thereby combining theory and practice in the instruction they impart. And there is a continued demand for men of that stamp and nothing else will satisfy the farming public. It is the policy of the Department, with much correspondence, to ascertain the local conditions and needs before assigning instructors so that men specially qualified shall be furnished to discuss subjects that are germane to local needs. Hence, when an institute has been assigned to a distinctive dairy and cattle section, men versed in those lines are sent; and so of every other line of agricultural activity. The Director, in his report, has called attention to a body of men, who have shown a most devoted sacrifice to the cause of institutes the County Chairmen - who so generously devote much of their time to promote Farmers' Institutes. This service is given free of charge, their actual expenses being paid, and from four to twelve days time is given to the work of arranging places of institutes, printing pro grams and looking after the comfort of the instructors sent by the Department.
