However, Turkey’s maneuvers between the US and Russia are not unique to the present era as they can be traced back to the Cold War period. In fact, Turkey’s alliance with the West did not prevent Turkey from establishing special relations with the Soviet Union. This book, which is spurred by Glenn Snyder’s theory on alliance politics, indicates that Turkey’s foreign policy moves shaped in accordance with the fear of abandonment and the fear of entrapment with regards to its relations with the US, did not only stay within the boundaries of the Cold War, but further moved beyond that era. The authors argue that Turkey’s maneuvers to balance the US with Russia in the historical context constitute a strong element of continuity and a significant pattern in Turkish foreign policy. Yet, the authors underline that the motives behind this legacy have changed in the 2010s due to the transformations occurred within global, regional as well as domestic contexts.

This study analyzes theoretically and empirically the background of the rise to power of Vladimir Putin in Russia and Recip Tayyip Erdogan in Turkey. Both rulers so far have succeeded in maintaining and increasing their powers and influence in their respective regions, but neither has made real contributions to regional stability and order. Chaos seems to be growing, and the EU and the U.S. thus far seem unable to provide coherent responses to mitigate the impact of their adventurism and disruption.

Akturk discusses how the definition of being German, Soviet, Russian and Turkish radically changed at the turn of the twenty-first century. Germany's ethnic citizenship law, the Soviet Union's inscription of ethnic origins in personal identification documents and Turkey's prohibition on the public use of minority languages, all implemented during the early twentieth century, underpinned the definition of nationhood in these countries. Despite many challenges from political and societal actors, these policies did not change for many decades, until around the turn of the twenty-first century, when Russia removed ethnicity from the internal passport, Germany changed its citizenship law and Turkish public television began broadcasting in minority languages. Carl J. Richard convincingly shows that Wilson’s original intent was to enable Czechs and anti-Bolshevik Russians to rebuild the Eastern Front against the Central Powers. But Wilson continued the intervention for a year and a half after the armistice in order to overthrow the Bolsheviks and to prevent the Japanese from absorbing eastern Siberia. As Wilson and the Allies failed to formulate a successful Russian policy at the Paris Peace Conference, American doughboys suffered great hardships on the bleak plains of Siberia. Richard argues that Wilson’s Siberian intervention ironically strengthened the Bolshevik regime it was intended to topple. Its tragic legacy can be found in the seeds of World War II—which began with an alliance between Germany and the Soviet Union, the two nations most aggrieved by Allied treatment after World War I—and in the Cold War, a forty-five year period in which the world held its collective breath over the possibility of nuclear annihilation. One of the earliest U.S. counterinsurgency campaigns outside the Western Hemisphere, the Siberian intervention was a harbinger of policies to come. Richard notes that it teaches invaluable lessons about the extreme difficulties inherent in interventions and about the absolute need to secure widespread support on the ground if such campaigns are to achieve success, knowledge that U.S. policymakers tragically ignored in Vietnam and have later struggled to implement in Iraq and Afghanistan.
