Kahn, chief counsel; Donald P. Tucker, chief economist; Stephen R. McSpadden, Senior counsel; Richard W. Peterson, senior counsel; Jacquetta N. Teal, assistant clerk; and Doug Riggs, minority professional staff, Committee on Government Operations. Opening Statement of Chairman Spratt Mr. Spratt. Good morning to everybody. Today, we hold one more in a series of hearings on the implementation of the Chief Financial Officers Act of 1990. Just 2 weeks ago we examined the Commerce Department's progress in complying with the CFO Act, and over the past 15 months we have held hearings to examine the progress of the Internal Revenue Service and the Customs Service in complying with the act. This morning, the subject is the Department of the Treasury. The CFO Act is landmark legislation, and the work being done in the executive agencies to carry out its provisions and put them in place is critical work in our opinion. This measure and its expeditious execution are especially important to the Government Operations Committee because we helped author the bill. In fact, today's hearing is another in a part of a wider effort of the full committee to review the status of the act throughout the entire government. The CFO Act calls on agencies to develop integrated financial management information systems, something which most Federal agencies and departments lack now.
