El Tratado y discurso sobre la moneda de vellón, publicado en 1609, está considerada una obra precursora de la economía liberal y al autor le supuso la persecución por parte de las autoridades españolas. En ella, De Mariana defiende la propiedad privada y la necesidad de que el rey cuente con el consentimiento del pueblo para exigir impuestos. Asimismo, denuncia una práctica habitual en la época y que la Casa de Austria utilizó reiteradamente para aumentar los ingresos del Estado: reducir el contenido de metal noble en las monedas. En este caso, el de las monedas de vellón, que estaban hechas de una aleación de plata y cobre. Con gran perspicacia, De Mariana se dio cuenta de que la disminución de la proporción de plata aumentaba el número de monedas en circulación y hacía que los precios se incrementaran. En este tratado, De Mariana advierte que eso es una forma oculta de impuesto y, por lo tanto, considera que es necesario que cuente con la aprobación del pueblo, aunque ni siquiera así se podría estimar juiciosa: «este arbitrio nuevo de la moneda de vellón, que si se hace sin acuerdo del reino es ilícito y malo, si con él, lo tengo por errado y en muchas maneras perjudicial». En tiempos de Juan de Mariana la ciencia económica estaba poco desarrollada y no existían los términos que hoy utilizamos a diario. Pero su percepción de la inflación, la lucha contra ésta por medio de unos presupuestos equilibrados que limitaran el gasto de la casa real y de una administración más eficiente, hacen de él un lúcido precursor de las grandes ideas del liberalismo económico contemporáneo.
