Analysis of claims data in the 1980s by the British Columbia Workers' Compensation Board compelled the Board to make young workers a focus of injury prevention efforts beginning in 1989. The nature of the Board's database limited these efforts to general and broad-based initiatives. The introduction in 1997 of a powerful new information system, the Data Warehouse, gave the Board viable access to in-depth data, making more focussed initiatives possible. In 2000, the Board established a Strategic Initiatives section to focus intensively on young workers. This report describes how this section mined the resources of the Data Warehouse to transform the Board's approach to young workers. The section applied a three part process: data analysis to study what is at the core of young worker injuries by subsector, type of injury, occupation, age group, & other factors; external research on the nature of the workplace injury problem & its solutions; and formation of an interdepartmental team to review & direct research and to develop, implement, monitor, & evaluate a new young worker strategy. Finally, activities carried out in this new strategy are reviewed along with some preliminary results.
