Paper 1 describes how, through patient negotiation and coordination, one utility company resolved what was felt to be an insurmountable economic obstacle involving a request to remove 200 overhead poles in conflict with a highway improvement project. Negotiations involved the Commonwealth Edison Company, the State of Illinois and five villages. Paper 2 addresses some of the existing concerns of the utility industry about the breakaway utility pole concept as a viable solution to the highway roadside safety problem. Some of the public hazards of making existing plant poles into a breakaway type are outlined as are some of the utility pole users' objections to this approach. Described is a joint industry effort to minimize the utility pole safety problem through awareness and selective elimination of hazardous conditions.

All wood utility poles require an effective maintenance program to ensure safe and reliable service. The end of a wood utility pole's useful life can be attributed to several factors including decay, mechanical damage, weathering and changing design circumstances that require the pole to be modified. Pole life can be extend through an effective preservative treatment and maintenance program, but at some point, all poles will reach a point when they are no longer suitable for their intend use. With the increasing cost of quality wood for use in poles, and the environmental concerns regarding pole disposal and chemical treatment of existing poles, new methods are required to restore and maintain wood poles. A research program was initiated at the University of Manitoba's Civil Engineering Composites Facility to develop a repair and restoration technique for wooden poles using fibre-reinforced polymers (FRP) to extend their useful life. Twenty-seven 3050-mm poles were tested as cantilevers under static loading. The experimental results showed that the repair techniques developed for restoring wood poles were successful in restoring fully the original installation strength. The program also included the development of finite element models used to predict the behavior of FRP-rehabilitated utility poles. Equations were also developed to assist in the design of the FRP-repair.

In making such attachments to bridges, and to some extent to any foreign structures, the construction must be accessible without interference with other interests, and at the same time be free from the probability of injury by foreign workmen. CHAPTER VIII CONCRETE POLES Wood poles had and still have certain advantages; they also have certain disadvantages. Some of the good points cannot be duplicated in concrete, but on the other hand, some of the objectionable features can be eliminated. Therefore, omitting undue enthusiasm on the one hand and any pretensions to magic excellence on the other, the matter is purely and simply one of final cost and final efficiency. It is self evident that concrete poles can be made, and it is fairly well known that a few thousand have been made and are now in service. The only remaining considerations seem to be ones of mechanical efficiency and actual or proper cost. The question of mechanical efficiency is in reality combined with that of cost. Given time-and money enough there are few structures which cannot be constructed, even by an amateur. Economical construction is another matter, and by economical is meant true economy--final economy--not merely reduced first cost.
