The Covid-19 pandemic has forced the world to adapt to a new normality. It has caused significant changes to manyaspects of human life, including toInternational Relations dynamics and practices. The changes are noticeable in the patterns of relations among actors, the structure of the international system, as well asthe level of strategic significance certain issues hold. The transformation is inevitable;it seems to benecessary to make the world more adaptive to thisnew reality,more responsive to the demands of the pandemic, and more able to appropriately face and deal with the consequences and challenges caused by it. This phenomenon has triggeredthe construction of an array of discourse around these issues, which all needto be properly conceptualized to allow for the development of contemporary studiesin International Relations. This edited book attempts to cover it all. This book is a compilation of papers presented at the 2nd International Postgraduate Student Conference (IPGSC) organized by the Department of International Relations, Universitas Indonesia. The conference,with the theme of “Transformation of International Relations during Covid-19 Pandemic”provided a venue for IR scholars to discuss the changestothe dynamics and practicesfound in the realm of International Relations during the pandemic. The discussion wasdivided into three parts: International Security, International Political Economy, and Transnational Society. From these discussions, the book highlights three key points. Firstly, that the pandemichas undeniablycreated a bigger and more strategic space for the role and contribution of non-state actors. Secondly, ithas, at the same time, also caused an increased tendencytowards state centrism and imbalanced power relations among states as the traditional actors in IR. Thirdly, it has createda situation whichhas strengthened thefree ridercharacter of the market, manoeuvring between the interests of the people and of the state/national.

This book argues that the catastrophe of COVID-19 provided a momentous time for groups, institutions, and states to reassess their worldviews and relationship to the entire world. Following multiple case studies across dozens of countries throughout the course of the pandemic, this book is a timely contribution to cultural knowledge about the pandemic and the viral politics at the heart of it. Mapping the various forms of global consciousness and connectivity engendered by the crisis, the book offers the framework of "viral worlding," defined as viral forms of relationality, becoming, and communication. It demonstrates how worlding or world-making processes accelerated with the novel coronavirus. New emergent forms of being global "went viral" to address conditions of inequality as well as forge possibilities for societal transformation. Considering the tumult wrought by the pandemic, Bui analyzes progressive movements for democracy, abolition, feminism, environmentalism, and socialism against the world-shattering forces of capitalism, authoritarianism, racism, and militarism. Focusing on ways the pandemic disproportionately impacted marginalized communities, particularly in the Global South, this book juxtaposes the closing of their lifeworlds and social worlds by hegemonic global actors with increased collective demands for freedom, mobility, and justice by vulnerable people. COVID-19 sparked the largest global crisis of the 21st century, extending well beyond public health. For some, the impact was swift and dramatic, with the pandemic pushing tens of millions into poverty and creating extreme food insecurity; for others, the transformations are still bubbling under the surface. Efforts to arrest the spread of COVID-19 entailed far-reaching forms of government intervention and the extensive use of new technologies. Questions thus remain as to whether the societal changes brought about by COVID-19 will endure in the post-pandemic period. The return of geopolitics, along with the war in Ukraine and tensions in Asia, have further complexified an already complex global situation. Since March 2020, there has been an explosion of analyses about the short-term impacts and future global consequences of COVID-19.
