Stephens: 1 have little to say, having had no actual experience of yellow fever, but I have studied the views put forward by Sir rubert boyce at the last meeting, and, as far as I am able, have considered them in relation to the published facts and history of yellow fever, and I am forced to the conclusion that the evidence before us shews clearly that yellow fever is endemic in West Africa. I think, however, that a good deal depends upon what is meant by the word endemic. Some seem to have expressed the view that endemic means the prevalence of yellow fever in every large town in West Africa, and that cases should consequently be occurring in these towns. But I think there is another view of endemicity, and that is, that cases of yellow fever smoulder, so to speak, perhaps widely scattered, forming a different category of endemicity. It is, I think, very difficult to define the extent of the endemicity of yellow fever, but that there is this endemicity, in the form I have indicated, I believe. For the purposes of this investigation, I visited Southern Nigeria, the Gold Coast, Sierra Leone, and the Sierra Leone Protectorate. I have had the advantage of considerable experience in yellow fever, having been present as a medical volunteer in New Orleans in 1905 during a very severe epidemic. Later in the year 1905, I visited British Honduras and the adjacent Central American Republics, at the request of the Colonial Office, and reported my investigations upon yellow fever in that part of the world.
