The matters comprised within this publication are for the most part taken from the records of the secretary, and therefore any errors that may appear in the record of the discussions should be attributed to the seemingly difficult task of always interpreting correctly the expression of a speaker, especially when the remarks are presented in an extemporaneous manner.
