Are the factors that initiate democratization the same as those that maintain a democracy already established? The scholarly and policy debates over this question have never been more urgent. In 1970, Dankwart A. Rustow's clairvoyant article "Transitions to Democracy: Toward a Dynamic Model" questioned the conflation of the primary causes and sustaining conditions of democracy and democratization. Now this collection of essays by distinguished scholars responds to and extends Rustow's classic work, Transitions to Democracy--which originated as a special issue of the journal Comparative Politics and contains three new articles written especially for this volume--represents much of the current state of the large and growing literature on democratization in American political science. There are a number of people I wish to acknowledge for helping me write this book. First, the idea of politics as a nonequilibrium process owes its origins largely to a series of ongoing conservations I have had with Father Richard Telnack, o. c. s. o. Our discussions of Augustine's city of God and Hegel's Phenomenology in the hours before the night office led me to think about the world more as an ongoing flux than as a static rational order. The use of structurally unstable dynamical systems to. model democratic politics was greatly enhanced by my interactions with Professor Alex Kleiner, department of mathematics, Drake University. Professor Manfred Holler of the University of Aarhus provided a detailed critique of an earlier version. His insights and remarks were invaluable in improving the work's content and structure. I also wish to thank Dr. Werner A. Muller, director of Physica Verlag for his confidence in my work and his efforts on my behalf. Miss Jane Blevins was a patient and thorough typist. In 1996, Guillermo O’Donnell taught a seminar at the University of Notre Dame on democratic theory. One of the questions explored in this class was whether it is possible to define and determine the “quality” of democracy. Jorge Vargas Cullell, a student in this course, returned to his native country of Costa Rica, formed a small research team, and secured funding for undertaking a “citizen audit” of the quality of democracy in Costa Rica. This pathbreaking volume contains O’Donnell’s qualitative theoretical study of the quality of democracy and Vargas Cullell’s description and analysis of the empirical data he gathered on the quality of democracy in Costa Rica. It also includes twelve short, scholarly reflections on the O’Donnell and Cullell essays. The primary goal of this collection is to present the rationale and methodology for implementing a citizen audit of democracy. The Global Commonwealth of Citizens critically examines the prospects for cosmopolitan democracy as a viable and humane response to the challenges of globalization. Arising after the collapse of the Soviet Union and the decisive affirmation of Western-style democracy, cosmopolitan democracy envisions a world politics in which democratic participation by citizens is not constrained by national borders, and where democracy spreads through dialogue and incentives, not coercion and war.
