Il est un facteur structurant des territoires puisqu'il oblige les administrations publiques à investir dans des infrastructures et dans des travaux d'aménagement pour accueillir les touristes. En France, le tourisme est un domaine de compétence partagé entre les différents niveaux d'administration publique. L'article L.111-1 du Code du tourisme prévoit que "l'Etat, les régions, les départements et les communes sont compétents dans le domaine du tourisme et exercent ces compétences en coopération et de façon coordonnée". L'article L.111-2 du même code précise ensuite que "les collectivités territoriales sont associées à la mise en oeuvre de la politique nationale du tourisme. Elles conduisent, dans le cadre de leurs compétences propres et de façon coordonnée, des politiques dans le domaine du tourisme". Si le partage de la compétence tourisme peut offrir certaines possibilités intéressantes, elle est aussi génératrice de complexités.
