In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. Through interviews and secret ballots, the Commission selected its Executive Secretary. It also agreed on the mandate and on the procedure for the selection of the Deputy Executive Secretary. The Commission established formally the Coordinating Meeting of the Sub-Committees (CMSC) as a subsidiary body of Scientific Advisory Committee (SAC), as well as a Permanent Working Group on Stock Assessment Methodologies.

The current jurisdictional status of the Mediterranean Sea is remarkable. Nearly 50 per cent of the Mediterranean waters are high seas and therefore beyond the jurisdiction of coastal States. This situation means that there are no points in the Mediterranean Sea where the coasts of two States would be more than 400 nautical miles apart. Such a legal situation generally prevents coastal States from adopting and enforcing their laws on the Mediterranean high seas, in respect of many important fields such as the protection and preservation of the marine environment, as well as the conservation of marine living resources. The jurisdictional landscape of the Adriatic Sea as a sub-sea and sub-region of the Mediterranean, is even more interesting. Croatia has proclaimed an Ecological and Fisheries Protection Zone, Slovenia has proclaimed a Zone of Ecological Protection, while Italy has adopted a framework law for the proclamation of its Zone of Ecological Protection without proclaiming its regime in the Adriatic. It is noteworthy that if all Mediterranean and Adriatic States would proclaim an Exclusive Economic Zone (EEZ), there would not be a single stretch of high seas left in the entire Mediterranean Sea. Both the Adriatic and Mediterranean fall in the category of enclosed or semi-enclosed seas regulated by Part IX of the United Nations Convention on the Law of the Sea (UNCLOS). This book assesses the legal nature of Part IX of UNCLOS and discusses potential benefits of the extension of coastal State jurisdiction (proclamation of EEZs and/or similar sui generis zones), particularly in light of the recent calls towards an integrated and holistic approach to the management of different activities in the Mediterranean Sea. It examines the actual or potential extension of coastal State jurisdiction in the Adriatic Sea, against the background of similar extensions elsewhere in the Mediterranean and against the background of relevant EU policies. It additionally explores whether Part IX of UNCLOS imposes any duties of cooperation in relation to the extension of coastal State jurisdiction in enclosed or semi-enclosed seas, and puts forward practical suggestions as to how the issue of extension of coastal State jurisdiction could be approached in a way which would enhance States existing cooperation and improve the overall governance in the Mediterranean and Adriatic seas. This book will be of interest to policymakers and academics and students of international law, and the law of the sea.

The forty-second session of the General Fisheries Commission for the Mediterranean as well as the ninth session of the Committee on Administration and Finance was attended by delegates of 22 contracting parties, as well as of four cooperating non-contracting parties and two non-contracting parties. Representatives from 15 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaux of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, cooperation activities within the framework of agreements with contracting parties and cooperating non-contracting parties and with partner organizations were discussed. In light of increasing cooperation with the GFCM, the Commission granted cooperating noncontracting party status to Jordan. In relation to the management of fisheries and aquaculture in the GFCM area of application, a total of eleven binding recommendations were adopted, dealing with the following issues: multiannual management plans for European eel, for deep-water red shrimp fisheries in the Levant and Ionian Seas and for demersal fisheries in the Strait of Sicily; conservation of sharks and rays; international joint inspection and surveillance in the Strait of Sicily; regional research programmes on blue crab in the Mediterranean and on rapa whelk fisheries in the Black Sea; further emergency measures for small pelagic stocks in the Adriatic Sea; access to information and data related to monitoring, control and surveillance and regional marking of fishing gear. Futhermore, the Commission agreed to launch its second performance review in 2019 and welcomed the establishment of five subregional technical units in Bulgaria, Croatia, Lebanon, Spain and Tunisia. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to USD2 537 241 for 2019 as well as a number of strategic actions to be funded through extrabudgetary resources. It also unanimously endorsed the new Bureaux of the Scientific Advisory Committee on Fisheries, the Working Group on the Black Sea and the Committee on Administration and Finance. Finally, on the occasion of its resumed session held in December 2018, the Commission unanimously elected its new Chairperson and Vice-Chairpersons.
