The money annually expended is raised by taxation; and the people are obliged to pay these taxes whether they will or no; in fact they are a bottom mortgage on their persons and property. This tax falls heaviest upon our laboring men who have a home but owe something on it; and when these men are out of work, or are obliged to work for small pay it is almost impossible for them to meet their obligations. We should see to it that these peo ple are not burdened unnecessarily. With the power of fixing these taxes under our control, while we should not pursue a niggardly policy and thereby inaugurate an era of parsimony, which is false economy, we should see to it that all expenses are kept within the established revenues and appropriations. The people have a right to demand that we should spend the money wisely and economically. A right to demand a dollar's worth for every dollar expended. Let us therefore make a record for prudence and strict economy this year which will re sult in imposing less taxes and spending less money, having due regard to our actual needs and necessities.
