This monograph is a major survey of East Central European (ECE) political elites and concentrates on Czech Republic, Slovakia, Hungary and Poland. It is grounded within classic elite theory slightly adapted to ECE necessities. More practically, the book examines political elite composition and identifies political elite fragmentation in ECE. The author questions that East Central European political elites have incorporated democratic values and conduct. The main argument is that there is a significant gap between the formal democratic ECE institutions and political elite behaviour. This gap has different dimensions which are relevant at the domestic level and also cause problems at the EU level. Ultimately, the political elite-institution gap questions democratic political achievements after 1989. In providing a major analysis of ECE political elite structure and conduct the book points to the most urgent challenges of ECE political systems – the reform of the political elite. Through invasions, migrations, trade and cultural exchange, developments in Central Eurasia have, for millennia, impacted upon the history of both Europe and Asia. For the last three hundred years, Central Eurasia has been the stage upon which great empires clashed. Following the dissolution of the Soviet Union, Central Eurasia has once again emerged as a region of geo-political concern with various new international actors involved: the USA, international monetary organizations, strategic alliances, TNCs, NGOs, regional blocks, as well as criminal groups and ethno-religious movements. The new ‘centrality’ of Central Eurasia brings new security threats to the region’s population, to Europe and to the rest of the world. Repressive political regimes and marginalization of whole groups of the population inflame conflicts that spill across national borders. Migration to Europe, both legal and illegal, the illicit production and trade of drugs are the direct outcome of social-economic destabilization in Central Eurasia. Territorial disputes, border conflicts and competition for resources among the Central Eurasian ethnicities have become the unfortunate reality. Post-Soviet Central Eurasia, as a direct neighbor to the turbulent Middle East, is a potential playground for extremist movements: radical Islamic groups and terrorist organizations. The collapse of the former socialist states has led to the transformation of their political, economic and social systems as well as a major change in international orientations. In this context, new economic and political elites of the former state socialist societies have emerged. How they have emerged from state socialism is a major component of this book which has two major themes. First, we consider the recruitment patterns of the new elites, among others the extent to which the new leaderships have been reconstituted from the former cadres of state socialism. This book offers new insights and methodological tools to improve our understandings of how prestigious schools in Poland navigate the major political, social and cultural crosscurrents. The range of choice for elite schooling in Poland has expanded during its post-communist transformation. However, while elite education in countries such as the US, Australia, the UK, France, and Switzerland has been extensively studied, post-communist countries have been largely neglected. This book explores the emergence of such schools within a context influenced by a range of different and often conflicting social forces. In doing so, the study elucidates how the socio-historical processes since 1989 diversified Poland’s egalitarian education system and facilitated the emergence of schools for elites. The book demonstrates that social and political changes in Poland triggered the emergence of new elites with different political and social outlooks, leading to a variety of types of elite schools that reflect and reproduce the elites’ positions and idiosyncrasies. This book considers the emergence of centre right parties in Eastern Europe following the fall of communism, focusing primarily on the case of the Czech Republic. Although the country with the strongest social democratic traditions in Eastern Europe, the Czech Republic also produced the region’s strongest and most durable party of the free market right in Václav Klaus’ Civic Democratic Party (ODS). Seán Hanley considers the different varieties of right-wing politics that emerged in post-communist Europe, exploring in particular detail the origins of the Czech neo-liberal right, tracing its genesis to the reactions of dissidents and technocrats to the collapse of 1960s reform communism. He argues that, rather than being shaped by distant historical legacies, the emergence of centre-right parties can best be understood by examining the responses of counter-elites, outside or marginal to the former communist party-state establishment, to the collapse of communism and the imperatives of market reform and decommunization. This volume goes on to consider the emergence of right-wing forces in the disintegrating Civic Forum movement in 1990, the foundation of the ODS, the right’s period in office under Klaus in 1992-97, and its subsequent divisions and decline. It concludes by analyzing the ideology of the Czech Right, and its growing euroscepticism.
