"Then and Now" is a follow up to a 1990 report (see SC4501 I58e) issued by the two Commissions that made a series of recommendations to prevent the introduction of invasive species to the Great Lakes via ballast water discharge. It covers progress made since then through legislation and regulations, applied research and development, and in international considerations. It also examines other vectors, such as intentional releases from aquaria or live food fish and unintentional releases, including the dumping of baitfish and the spread of invasives by adhering to the hulls of recreational boats. Of particular concern is invasion via canal such as the Asian carp species moving up the Illinois River and towards the Chicago Ship and Sanitary Canal, giving these voracious plankton feeders unfettered access to the Great Lakes. Featured in this document is a timeline of key milestones in the history of invasive species in the Great Lakes, ranging from the introduction of the sea lamprey in the 1830s to the first report of a zebra mussel in the lakes in 1988 to actions by authorities through the Great Lakes in 2003 to prohibit the sale and transport of live Asian carp.

An examination of the ecological damage that has been done by several invasive species in the Great Lakes. There are more than 180 exotic species in the Great Lakes. Some, such as green algae, the Asian tapeworm, and the suckermouth minnow, have had little or no impact so far. But a handful of others—sea lamprey, alewife, round goby, quagga mussel, zebra mussel, Eurasian watermilfoil, spiny water flea, and rusty crayfish—have conducted an all-out assault on the Great Lakes and are winning the battle. In Lake Invaders: Invasive Species and the Battle for the Future of the Great Lakes, William Rapai focuses on the impact of these invasives. Chapters delve into the ecological and economic damage that has occurred and is still occurring and explore educational efforts and policies designed to prevent new introductions into the Great Lakes. Rapai begins with a brief biological and geological history of the Great Lakes. TRB Special Report 291: Great Lakes Shipping, Trade, and Aquatic Invasive Species reviews existing research and efforts to date to reduce aquatic invasive species introductions into the Great Lakes and identifies ways that these efforts could be strengthened toward an effective solution. Since its opening in 1959, the St. Lawrence Seaway has provided a route into the Great Lakes not only for trade, but also unfortunately for aquatic invasive species (AIS) that have had severe economic and environmental impacts on the region. Prevention measures have been introduced by the governments of Canada and the United States, but reports of newly discovered AIS continue, and only time will tell what impacts these species may have. Pressure to solve the problem has even led to proposals that the Seaway be closed. The committee that developed the report recommends that trade should continue on the St. Lawrence Seaway but with a more effective suite of prevention measures to reduce the introduction of aquatic invasive species that evolves over time in response to lessons learned and new technologies.

This overview tries to answer questions about the general biology of alien invasive species and the existence of a perfect invader. However, some ecosystems seem to be more susceptible to invasion than others do. General assumptions are that the tropics are less invasible than temperate regions and that islands are more vulnerable than continental areas. An alien species must complete three stages of human-mediated spreading which are transportation, introduction and establishment in order to become invasive. An alien invasive species might then have positive or negative impacts. Either it adds to the species richness or it has detrimental effects on the ecological, economical or human health sector. However, sophisticated treatments are available to prevent several means of introduction. The second part of this essay will provide a critical evaluation about the literature reviewed. There still exists a great deal of uncertainty and variety of opinions within publications. The need of increased prevention of introductions and collaboration are conclusions that can be drawn. Furthermore, public awareness has to be raised and a clear definition of terms is a must. Finally, it is important to recall that many alien species are responsible for human well-being by providing food and aesthetics.
