This synthesis will be of interest to state DOT construction, materials, statistical, specification, and inspection engineers; DOT research staff; pavement construction material suppliers; highway construction contractors; and civil engineering consulting firms, including field and laboratory materials testing personnel. The synthesis describes the state of the practice for defining and measuring variability in highway pavement construction. Data obtained from a review of the literature, a survey of state departments of transportation (DOTs), and discussions with selected state DOT personnel and private materials producers are presented. This report of the Transportation Research Board defines several measures of variability but concentrates on the use of standard deviation as the usual measure of variability. The synthesis updates reported typical variabilities found in materials and construction specifications. Also included are discussions of current research activities as related to variability, how variability can be used in the development of specification limits, the use of incentives and disincentives in specifications, and the need for additional information on the variability of several materials and construction processes.

The industry of construction material testing can be a very competitive business with several engineering firms competing for the same projects. This competitiveness forces engineering firms to use the practical means of testing for both the firm and their client. One area of material testing that frequently involves the most time spent on a project is concrete mix testing. The process of concrete quality control testing takes up to eight weeks depending on the required test results and any possible measures that can be taken to make this process easier, while maintaining accuracy, is usually welcome at any engineering firm. The most frequent topic of discussion between competing engineering firms is the use of 4 inch diameter test cylinders in place of the larger 6 in diameter test cylinders and the within set compressive strength variation between the two. A statistical model is developed in this paper to determine which factors have the most effect on the average within set compressive strength test variability. Also, a small analysis will be done to determine the possible sources of differences in average within set compressive break strength between 4 and 6 inch diameter cylinder molds. Once these factors are determined recommendations are then made to then determine which size mold, in what situation, would work the best based on the within set variation caused by the tested factors.
