Many times the Department of Defense (DOD) has been criticized for the manner by which it procures new weapons systems. Recent articles in the Washington Post1,2 and Defense News 3 review the Army acquisition process, presenting an analysis of some $38 billion spent on system s that were terminated for high costs and lengthy development times. Two cases in point that f ailed: the Crusader artillery system which foundered, in part, on the failure of a new propellant system , high costs, and a too-long development cycle, and the Comanche stealth helicopter, again terminated because of cost overrun s and slippage of schedules. The available funding for the Comanche was redirected into buying and upgrading existing helicopter program s where the procurement risks were reduced. A question is how much of this problem is due to technical inefficiencies, and how much is due to other factors such as the requirements process, Defense acquisitions regulations, and the complexity of the lengthy budgeting process or changes in the governing political system . We seek to show how one factor, the expanded use of high performance computing, can contribute to improving the design and production of weapons systems. This would contribute to a more responsive, more economical acquisition process.

Members of this project have studied the academic and industrial uses of High Performance Computing (HPC) and have conducted site visits at a number of Army R & D HPC user and provider sites, including the Medical Research and Materiel Command (MRMC), Edgewood Chemical Biological Center (ECBC), the Army Research Lab's Major Shared Resource Center (MSRC), the Developmental Test Command (DTC), Research, Development, and Engineering Command's (RDECOM's) Communications- Electronics Research, Development, and Engineering (RD & E) Center (CERDEC), Scalable Network Technologies, Inc., and the Director for Command, Control, Communication, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) for Future Combat Systems (FCS) at Boeing, Huntington Beach, California. Because of the breadth of possible uses of HPC in Army R & D, our client asked us to concentrate on two HPC application areas: biotechnology and biomedicine, and modeling and simulation of the complex battlefield wireless network communication systems. We did so, and concluded that these areas are of great importance and merit focused funding and attention.

High-performance computing (HPC) is in a state of transition. HPC users have traditionally relied upon two things to supply them with processing power: speed of the central processing units (CPUs) and the scalability of the system. There are problems with this approach. Physical limitations are curtailing clock speed increases in general-purpose CPUs, the von Neumann load-execute-store approach does not map well to every computational problem, and systems of thousands of processors might be very inefficient depending upon processor interconnection limitations. Several versatile, commodity-based options are coming on line that could help address these deficiencies. Options now include throughput architectures such as graphics processing units (GPUs), reconfigurable systems built on field programmable gate arrays (FPGAs), multi- and many core x86-based systems, and heterogeneous systems such as the Cell processor (incorporating a standard CPU and vector processing units). Each of these can be used to provide performance that, at one time, was only available by using Application Specific Integrated Circuits (ASICs) or large-scale fixed HPC assets. Newer methodologies hold out the hope of being more cost efficient and deployable along with providing faster deployment and development times and allowing the use of algorithms that remain modifiable at all stages of development and fielding. This report discusses our research on blending these asymmetric computing resources and addresses their use from the U.S. Army HPC perspective. We focus on the different methodologies and discuss performance from the perspective of kernels and applications that are relevant to fielding HPC technologies that will benefit the U.S. Army warfighter.
