Under the auspices of the I.M.F and the World Bank, Ghana has undertaken structural adjustment programmes since 1983 to revamp an otherwise collapsing economy. Among the measures taken is the rolling back of the state in many sectors of the economy, in order to allow the private sector to champion the course of development. One sector that seems not to be seriously affected by the adjustments is the urban land sector. State intervention is deeply entrenched in the land development process and strictly regulates the operation of the urban land market. This study provides an analysis of the land development process in Ghana, based on an events-sequence model: Tenure conversion , Land-use conversion , Consumption. It also provides an in-depth analysis of the policy instruments which have been used to intervene in the process since colonial times - twenty-two in all. There is an instrument to intervene in every stage of the process. The study also explores the effects of these instruments on the process and the nature of the urban built up area. Collectively, urban land policies in Ghana have produced mixed outcomes on the development process. State intervention has produced segmented urban land markets which have increased the risks and uncertainties associated with the market. Allied to the segmented markets is the fragmentation of the urban areas. The study recommends that the state should not roll back its intervention until it has resolved the many uncertainties it has helped to create.
