"Federal Highway Administration's(FHWA) on-the-job training program-a relatively small part of the federal aidhighway program-requires states toimplement job training programs toprovide traditionally underrepresentedgroups with opportunities in highwayconstruction. To increase theeffectiveness of state job trainingprograms, FHWA grants up to $10million annually for supportive services,such as job placement assistance.This report examines the extent towhich (1) FHWA's job training programenhances training and careeropportunities for these groups, (2)FHWA oversees the job trainingprograms, and (3) supportive servicesprovide assistance to these programs.To address these topics GAO reviewedfederal legislation, good managementpractices identified in prior GAOreports, FHWA documents, andproposals and reports submitted bystates. GAO conducted an in-depthexamination of these efforts in fourstates, and interviewed a cross-sectionof FHWA staff, state officials, andindustry groups.
