Until about the beginning of this century interest in the public high school was confined almost wholly to cities and larger towns. Since that time it has extended more and more to the smaller towns, villages, and open country, until there is now free and easy access to good public high schools for a large portion of the rural population, and the tendency is toward universal high-school education for children, both urban and rural. This is a tendency which should be strengthened and encouraged in every possible way. Probably in no State has there been greater progress in the establishment of high schools than in the State of Illinois. I therefore recommend for publication as a bulletin of the Bureau of Education the account transmitted herewith of the township and community high-school movement in Illinois. Even the number of years of work to be assembled under this term is a matter of discussion. The unusual growth in attendance in these upper grades of the common school has forced us into a thoroughgoing investigation of all the elements and forces involved in the high school situation. In 1906 there were pupils enrolled in the high schools of Illinois. In the year 1916 there were enrolled, an increase of 96 per cent in ten years, while during the same period the increase in the enrollment in the elementary grades was only per cent. During the year ending June 30, 1916, the enrollment in the high schools had increased per cent over the previous year, while the enrollment in the elementary schools had increased only 1 per cent. Excerpt from Below the High School: Printed as Manuscript, for the Use of the Students of the Illinois State Normal University But what should the first year's work consist of? This must be determined by the needs of the children and the conditions of early school life. That it should not consist of exercises designed to introduce and teach the formalities of language, I most firmly believe. Diluted grammar for little children I regard as about the least nourishing mental food that could be presented to them. To make the work consist mostly of exercises designed to teach form alone, would be to violate sound pedagogical principles of language training, and would conserve, so far as I can see, no useful end which could not be better if not more directly reached by means more consistent with the child's true welfare. It may, indeed, happen, that valuable lessons upon thought relations can be introduced to very young pupils, as for instance the various place relations expressed by certain prepositions, but to give exercises in order to introduce grammatical terms, such as noun, verb, adverb, complement, etc., I regard as very unfruitful work. Our children have danced long enough to the grammatical tune. In these lessons, therefore, there will be constant effort to hold mere formalities in the background, to introduce them mainly in connection with later written work, and then only as they force themselves into notice.
