Sugar yesterday was what oil is today: a commodity of immense global importance whose tentacles reached deep into politics, society and economy. Indonesia’s colonial-era sugar industry is largely forgotten today, except by a small number of regional specialists writing for a specialist audience. During the period 1880-1942 covered by this book, however, the then Netherlands Indies was one of the world’s very greatest producer-exporters of the commodity. How it contrived to do so is the story presented in this book. Author G. Roger Knight, associate professor of history in the University of Adelaide, has researched the history of Indonesia’s sugar industry for more than twenty-five years, using unpublished archival sources in both the Netherlands and Indonesia. His search has taken him into government records, family histories and – above all – the extensive surviving papers of the Dutch sugar companies who operated in Indonesia during the late colonial era. The result is a picture of the industry that offers important new insights into its history and its place in the framework of global commodity production over a period extending over three quarters of a century.

Since many countries in the world at present were European colonies in the not so distant past, the relationship between colonial institutions and development outcomes is a key topic of study across many disciplines. Island Southeast Asia was once a thriving region, and its products found eager consumers from China to Europe. Today, the Philippines, Indonesia, and Malaysia are primarily exporters of their surplus of cheap labor, with more than ten million emigrants from the region working all over the world. How did a prosperous region become a peripheral one? In The Making of a Periphery, Ulbe Bosma draws on new archival sources from the colonial period to the present to demonstrate how high demographic growth and a long history of bonded labor relegated Southeast Asia to the margins of the global economy. Bosma finds that the region’s contact with colonial trading powers during the early nineteenth century led to improved health care and longer life spans as the Spanish and Dutch colonial governments began to vaccinate their subjects against smallpox. The resulting abundance of workers ushered in extensive migration toward emerging labor-intensive plantation and mining belts. European powers exploited existing patron-client labor systems with the intermediation of indigenous elites and non-European agents to develop extractive industries and plantation agriculture. Bosma shows that these trends shaped the postcolonial era as these migration networks expanded far beyond the region. A wide-ranging comparative study of colonial commodity production and labor regimes, The Making of a Periphery is of major significance to international economic history, colonial and postcolonial history, and Southeast Asian history.

The rapid development of oil palm cultivation feeds many social issues such as biodiversity, deforestation, food habits or ethical investments.
